Description
LISTING OF DOCUMENTS TO BE RETURNED IS ON PAGE 7 OF THE SOLICITATION This is a combined synopsis/solicitation. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), and the National Marine Fisheries in St. Petersburg, FL intend to award a purchase order for the analysis of market power under quota share and allocation caps in the Gulf of Mexico Catch Share Programs in accordance with the attached solicitation. Section 303A(c)(1)(G) of the Magnuson-Stevens Act (MSA) requires the Regional Fishery Management Councils (Councils) and the Secretary of Commerce (Secretary) to periodically conduct "formal and detailed" reviews of all Limited Access Privilege Programs (LAPPs) established after January 12, 2007. For LAPPs established after January 12, 2007, the initial review must commence no later than 5 years after the program was implemented. The Gulf of Mexico Grouper-Tilefish Individual Fishing Quota (G-T IFQ) program was implemented in 2010 and thus the initial review of the program is currently underway. In order to properly describe and analyze the program's performance, the review needs to address the program's various structural components, particularly components that are required or must be considered under the MSA, or NOAA's Catch Share Policy says should be evaluated. Section 303A(c)(5)(D) of the MSA requires Councils and the National Marine Fisheries Service (NMFS) to establish appropriate limits or caps to prevent the excessive accumulation of harvesting privileges. This is a 100% Set-Aside for a Small Business. The NAICS code is 541990. Business size standard $15M. Award of the order resulting from this action will be made to the Offeror whose quote offers the best value to the Government. The Government reserves the right of flexibility in conducting the evaluation as is necessary to assure a placement of an order in the Government's best interest. This acquisition is being processed under the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM). The Government intends to make an award to the responsive responsible quoter(s) providing the best value to the Government, price and non-price factors considered. "Best value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The Government reserves the right to make a comparative evaluation of quotes in determining best value in accordance with FAR 13.106-2(b) (4) (ii).
