- Amendment 0003 The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit a competitive firm fixed-price contract for Hills Creek Spillway Gate Rehabilitation. The purpose of this project is to fully rehabilitate the three existing spillway gates at Hills Creek Dam to restore integrity and reliability in accordance with current codes, design criteria, and standards. More specifically, the mandatory work will fully rehabilitate one gate system including mechanical and hoist machinery and system electrical and controls with the option of rehabilitating a second and third gate structural, mechanical and hoist system to current design standards. Specific project repair and upgrade features include: a. Strengthen hydraulic steel structures including replacement of spillway gate end frames, gate arms and trunion assembly. The trunnion assembly will be sealed from outside elements and utilizes a self lubricated bushing. b. Replace spillway gate seals. c. Replace/Upgrade gate hoist equipment. d. Replace/Upgrade gate guide rollers on the ends of the horizontal girders with a self-lubricated composite bearing. e. Replace electrical control panels for all three gates. Provide re-conductoring of electrical gate control equipment up to the breakers in the spillway gate main sub-panel and re-conductoring from the SQ1 panel to the DCQ panel including breaker replacement. f. Machinery platform lighting will be removed/replaced with receptacles for portable floodlights. g. Installation of local control station with (deadman style) pendant receptacle and digital gate position indicating meter. h. Installation of portable generator receptacle located at SQ1 for emergency feed of spillway equipment. i. Replace all damaged or missing hand rails, guard rails and fall protection equipment. j. Install secondary containment around all oil and grease containing machinery to reduce environmental contamination in case of a spill. k. Install staff gauge on all three gates as back up to mechanical indication. l. Replace/upgrade local indication of all three gates and limit switches to improve reliability. The solicitation will be available for download on or about 15 July 2015 with proposals due no less than 30 days after issuance of the RFP. Evaluation criteria will be provided in the solicitation. This procurement is Small Business Ser-Aside. Magnitude of Construction is between $5,000,000 and $10,000,000. North American Industrial Classification Code (NAICS) is 237990.
