- Description
- Purchase description for Glove, Dress, Unisex, Marine Corps The proposed acquisition covers a requirement for Glove, Dress, Unisex, Marine Corps; PGC 03250. The gloves are to be made in accordance with specification CR/PD 02-06D. The requirement will be issued as a Total Small Business Set-Aside. The resulting award will be a firm fixed price IDIQ (Indefinite Delivery/Indefinite Quantity) type contract with a base and three option terms. The duration of each term will be one year. Total order quantities for each term (base and options) will be a minimum of 19,056 pairs/term, an annual estimated quantity of 47,640 pairs/term, and annual order limitation quantity of 59,550 pairs/term. Lowest Price Technically Acceptable Source Selection procedures will be utilized. The evaluation factors will be 1) Terms and Conditions, and 2) Product Demonstration Model (PDM). Delivery terms will be FOB Destination, inspection and acceptance at origin. Destinations will include: Austin, TX; Lansing, MI; and Pendergrass, GA. The production lead-time for orders will be 90 days after the date of the order. Therefore, shipments will be scheduled to begin no earlier than 90 days after the date of the order. An additional 30 days will be added to the production lead-time of the first order if first article testing is required. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) home page at https://www.dibbs.bsm.dla.mil/. Detailed system requirements and instructions for registration can be also be found on the DIBBS home page. All contractors MUST be registered in the System for Award Management (SAM) in order to be eligible for award. All responsible sources may submit offers, which DLA Troop Support shall consider. It is anticipated that the solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after September 1, 2015. Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror. This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
