- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command - New Jersey, Emerging Technologies (ACC-NJ-ET), Benet Laboratories, Watervliet Arsenal, NY, on behalf of the US Army Armaments, Research, Development & Engineering Command's (ARDEC) Benet Laboratories (BL) intends to award a sole source purchase order to Faro Technologies Inc., 250 Technology Park, Lake Mary, Florida 32746. The NAICS Code for this acquisition is 334513 and the small business size standard is 500 Employees. The government requires the contractor to provide one Edge 9-foot, 7-axis ScanArm to include the following performance characteristics: Built-In Touch Screen, Standard Probe Kit including 3mm, 6mm, Rechargeable battery, USB Cable, Custom Cover, Heavy-Duty case, Bluetooth cable-free operation up to 30', Laser Line Probe HD, Auto-Sleep mode to turn off Arm after a period of non-use, Super Power-Users Notebook, Portable Folding Tripod, Magnetic Mount Kit, ScanArm shall have a Volumetric Accuracy of.001, 120 VAC operation with step-down transformer, Measurement of a random number of NIST-Traceable Standards using 3mm and 6mm Ball Probes shall be possible, PolyWorks Modeler Premium Software, Two floating licenses. Equipment installation, operation, and maintenance procedures shall comply with applicable OSHA regulations. The work area around the equipment shall allow personnel to operate and maintain the equipment both safely and efficiently. Human Factors criteria and guidelines may be used to determine the work space in accordance with the operation and maintenance tasks. AUTHORITY: This acquisition is being conducted using other than full and open competition as authorized by FAR 6.302-1(a) (2) (ii). Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive quotes. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. No costs may be incurred for this effort unless specifically authorized by the Contracting Officer and this notice does not constitute such authorization. The Government reserves the right to award without discussions. The closing date for this notice is 1 September 2015 4:00 PM Eastern Standard Time. APPLICABILITY OF AUTHORITY: This effort requires a new FARO Edge ScanArm and Laser Line Probe HD System, PolyWorks software with two floating licenses and a Super Power-User Laptop for data collection and processing speeds. This entire system is custom-configured at FARO Technologies to be used for large-scale capturing of data in the field. PolyWorks Modeler software is the industry standard now for large-scale data-capture using Laser Scanners. It is a comprehensive reverse-engineering software solution that allows for the extracting optimal CAD entities-curves, surfaces, parametric sketches, and prismatic features from polygonal models of digitized parts to serve as the starting point for eventual down-stream CAD modeling. No other software exists that performs these operations in this fashion. In addition, the PolyWorks software is proprietary to work with the Super Power User Laptop in order to operate the FARO Edge Portable ScanArm. The purchase order will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text.
