- The Naval Medical Logistics Command on behalf of Naval Ophthalmic Support and Training Activity (Nostra) and US Army Medical Materiel Center Europe (USAMMCE) intends to negotiate on a sole source basis in accordance with (IAW) FAR 13.106-1(b)(1), with Satisloh North America, N106 W13131 Bradley Way Suite 200, Germantown, WI, 53022, as the only responsible source that can provide is capable of providing an ophthalmic lens polishers. NOSTRA has a requirement for nine (9) ophthalmic lens polishers. The units shall be able to smooth and polish spheric and toric surfaces for ophthalmic lenses. The units shall use hard lap tools to perform the polishing. The units shall be able to polish the lenses with uniform pressure across the entire lens surface without pinning. The units shall be able to polish lenses from opaque to clear while maintaining the optical quality per the prescription. The unit shall include adjustable speed controls. The units shall be able to polish lenses up to -20D concave and +12D convex. The units shall be able to utilize tools up to 90mm diameter. The units shall include a compressed air gun and a hand-held spray capability. The units for NOSTRA shall be 208V, 60Hz. USAMMCE has a requirement for eight (8) ophthalmic lens polishers. The units shall be able to smooth and polish spheric and toric surfaces for ophthalmic lenses. Items being purchased in this acquisition: Description Catalog# Satisloh TORO-X 2S 01-050-059 Reception chuck for right spindle Toro-X-2S 02-900-226 with Gerber Coburn Blocking System Reception chuck for left spindle Toro-X 2S 02-900-225 with Gerber Coburn Blocking System Service Manual Operator Manual The units shall be able to smooth and polish spheric and toric surfaces for ophthalmic lenses. The units shall use hard lap tools to perform the polishing. The units shall be able to polish the lenses with uniform pressure across the entire lens surface without pinning. The units shall be able to polish lenses from opaque to clear while maintaining the optical quality per the prescription. The unit shall include adjustable speed controls. The units shall be able to polish lenses up to -20D concave and +12D convex. The units shall be able to utilize tools up to 90mm diameter. The units shall include a compressed air gun and a hand-held spray capability. The units for USAMMCE shall be 400V, 50Hz. Vendor shall be an Original Equipment Manufacturer (OEM) authorized maintenance contractor for the proposed equipment/systems such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The systems shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The system shall be installed in compliance with OSHA requirements. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System 339114 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties that believe they are capable of meeting the requirement stated herein may submit technical datasufficient to determine that capability.. All capability statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable contractor for providing an optical lens polishers is Satisloh, North America N106 W13131 Bradley Way Suite 200, Germantown, WI, 53022.
