- This is a NOTICE OF INTENT for solicitation HSSS01-15-Q-0318 that will be negotiated on a sole source basis, for specific STS International products. The Government intends to negotiate a firm fixed-price purchase order to procure ground based radars for an existing system. This is sole source procurement because the product is propriety to STS International and must be integrated into an existing system built by STS international. Sole Source procurement is authorized in accordance with FAR 6.302-1(c) based on the fact that there is only one source that can provide the specific ground based radars, and no potential resellers are identified by the manufacturer. The North American Industry Classification System (NAICS) for this procurement is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The Product Service Code (PSC) for this procurement is 5840 - Radar Equipment except airborne. **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, interested parties who believe they can meet the requirements may submit a written proposal that details their specific capabilities relative to the items being procured. Written information must be submitted electronically to Carrisa.Hobbs@associates.usss.dhs.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee that this requirement will become a competitive procurement. A determination by the Government not to open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Government. Any response to this notice must be submitted to the contract specialist identified herein no later than the date specified in this notice, after which time, a purchase order shall be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
