- Redacted J&A This is a Notice of Intent to award a sole source purchase order; a written solicitation will not be issued. The United States Coast Guard (USCG) intends to solicit and negotiate with Rockwell Collins, Inc. on a basis other than full and open competition under the authority of 10 U.S.C. 2304(c)(1), Other Than Full and Open Competition, as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. Interested vendors may identify their capabilities and respond to the requirement. This notice of intent is not a request for competitive proposals. However, the government will consider all responses received within five days after date of publication of this Notice of Intent. The purchase order will be awarded on a sole source firm fixed price basis to Rockwell Collins, Inc., Cage Code 13499 for the procurement of the following items: NOMENCLATURE NATIONAL STOCK NUMBER (NSN) PART NUMBER (P/N) ESTIMATED QUANTITY RT-1851 Transceiver 5821-01-518-2956 822-1707-001 2 EA Front Panel Panel 5895-01-HS1-8200 822-1571-003 1 EA Relay Box 5945-01-HS1-8201 987-3224-001 1 EA The Product Service Code is 5895, Miscellaneous Communication Equipment. The applicable North American Industry Classification Standard Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, Nautical System and Instrument Manufacturing. The small business size standard is 750 employees. This is an unrestricted procurement and the small business set-aside has been dissolved. Solicitation number HSCG38-15-Q-J00266 is assigned for tracking purposes and no solicitation will be issued. Award will be made upon determination of fair and reasonable pricing and is subject to FAR Parts 12 & 13. Drawings and specifications are not available and cannot be furnished by the Government. Delivery of the all items is required within 120 calendar days after receipt of order. The Coast Guard desires early deliveries therefore early shipments are encouraged at no additional costs to the Government. All items will be delivered to the following address: USCG Aviation Logistics Center Receiving Section, Bldg. 63 1664 Weeksville Road Elizabeth City, NC 27909-5001 Inspection and acceptance of all items under the resultant purchase order will be performed at destination by local Coast Guard receiving personnel and consist of count and condition only. Closing date/time for submission of quotations is 24 August 2015 by 4:30 PM EST. Quotations shall be submitted on company letterhead stationery. Quotations shall be submitted electronically to Monique Swinson, Contract Specialist, at MRR-procurement@uscg.mil Anticipated award date is on or about 15 September 2015.
