Description
Form OF612 Background: The U.S. Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation (INL/A, Patrick Air Force Base, Florida, provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in Central Asia and Latin America and for aviation support to personnel under Chief of Mission authority in Iraq and Afghanistan. This mission is performed using a fleet of fixed and rotary wing aircraft, Contractor personnel, and Government and Personal Services Contractor personnel operating in the United States, various Latin American countries, Pakistan and Afghanistan and Iraq. Purpose: The purpose of this personal services contract is to provide an Assistant Operations Officer /Aviation Training for the Operations Division, Aviation Operations Branch. Incumbent acts as the operations point of contact for designated country Senior Aviation Advisor(s), and reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying aviation assets within or to overseas country locations. He/she provides contract oversight for operations conducting frequent on site visits to access operations, The incumbent supervises contractor execution of host nation academic, maintenance, and aircrew training. The incumbent is required to develop, coordinate, and implement training programs for U.S. Government, contractor, and host nation personnel. Relationships: The incumbent works under the supervision of the Chief, Operations Branch. The Chief of Operations assigns downrange country program staff supervision responsibilities and provides general direction in terms of broadly defined training policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is considered to be correct and review of results is for timeliness and effectiveness. Duties and Responsibilities: 1. As directed, performs operation staff oversight for designated country programs. Act as the staff point of contract for coordinating operations and standardization support. 2. Follow through on all operations and standardization related requests for support and assistance to each program. 3. Oversee all aspects of a comprehensive aviation training program. 4. Conduct country program inspections to ensure compliance with appropriate Training Documents, Aircrew Training Manuals, Guide to Aviation Training and Standardization, Operations Directives, and INL/A approved Standard Operating Procedures. 5. Act as action officer for designated special projects or programs, to include implementation of new country sites added under the contract. 6. On an as-needed basis, temporarily perform duties as Acting Senior Aviation Advisor or other in-country INL/A advisors. 7. Provide contract oversight of the contractor's training programs for the Office of Aviation, i.e., Flight and Ground Programs of Instruction (POI) for: a. Night vision goggle (NVG) operations, b. Aerial gunnery training, c. Non Pilot Crew-Member training, d. Motor vehicle operator training, e. Flight line operations training, etc. 8. Provide academic and flight instruction and training, which include the application of the full range of theoretical, formal, and practical instruction. Apply the "Fundamentals of Instruction" as listed in the FAA Flight Instructor's Handbook during training. Apply the standard method of accomplishing tasks in accordance with the appropriate aircrew training manual (ATM) and DoS Guide to Training and Standardization. 9. Review and recommend establishment of formal courses of instruction, training aids, programs, standards, directives and related material to support the Training Program. Through the contractor training coordinator and instructors, establish training programs designed to ensure maximum utilization of training facilities, adherence to training standards, and avoidance of training duplication efforts. 10. Maintain constant liaison with U.S. Department of Defense, Department of State, INL Directors other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules. 11. Ensure contractor aircrew personnel conform to the standards of the Office of Aviation Training Program. Prepare periodic contractor performance reports for the Contracting Officer's Representative. 12. Perform Supervisory, Instructor and Standardization Pilot duties in fixed or rotary wing aircraft. Minimum Requirements: 1. U.S. citizen, able to obtain/maintain State Department Secret level security clearance and, if applicable, Ethics clearance. 2. In-depth knowledge of Aircrew Training and Standardization Programs, to include: operating directives, training and standardization publications, aircrew training manuals, and related documents. 3. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 133, 135, 137, 141, 143, and NTSB 830. 4. Knowledge of the employment of aircraft in aviation operations, including capabilities, limitations and techniques for fixed and/or rotary wing aircraft. 5. Ability to demonstrate aeronautical knowledge and skill in accordance with a formal Aircrew Training Program. 6. Night Vision Goggle Qualified. 7. Current Class II FAA medical certificate. 8. Knowledge of and skill in the operation of desk top computer based word processing systems. 9. Qualification and at least three years of experience as a military instructor pilot/standardization instructor pilot, or as a FAA Certified Flight Instructor in either fixed or rotary wing aircraft, with a minimum of 1,000 flight hours of total flight time. 10. Ability to complete the FSI Contracting Officer's Representative (COR) online course within the first 120 days of assignment successfully. 11. Proficient in Microsoft Office. Preferred Qualifications: 1. Spanish language ability at the 2/2 (DLPT or FSI) is desired. Position Elements: 1. Scope and Effectiveness: The incumbent performs operations, training, and standardization oversight of U.S. Government, contractor and host nation personnel operating in multiple countries and forward operating locations. Administrative actions, document review and project management are critical components of this position and are required on a daily basis. 2. Supervision: The Advisor will report directly to the Chief, Aviation Operations Branch, INL/A 3. Supervision exercised: None 4. Complexity: a. The incumbent provides oversight of multi-national training programs, plans, policies, and procedures for the Office of Aviation. Coordinates recommendations from training/standardization committees, consults with the Chief of the Operations Branch regarding ongoing projects, provides guidance to contractor, host nation and USG instructors and standardization pilots, and oversees implementation of the training program. b. Performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies which will improve the efficiency, effectiveness, and safety of aviation operations in support of the counter-narcotics mission. 5. Personal Contacts: The advisor will work closely with U.S. DoD, DoS, INL country offices, other U.S. Government agencies, and the U.S. Federal Aviation Administration 6. Level of Effort: The position is full time, with a minimum of 40 hours per week. 7. Travel and Position Location: a. The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/evaluations. Some field sites have been declared hazardous duty locations by the Department of State and therefore pose significant risk to the incumbent while at these sites. b. The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. c. This position will require the carriage of weapons in conjunction with oversight duties. Personnel may be required to complete initial and recurrent weapons qualifications IAW Diplomatic Security requirements and must comply with the Post Firearms and Use of Force policies. Evaluation Criteria: Factor 1. Past Performance evaluation of applicant's ability to perform under contract.
