Description
Special Notice: NRMJ1000-15-01595BS Title: Calibrated Measurements of Atmospheric Trace Gases and Associated Meteorological Measurements ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Oregon State University, for the purchase calibrated measurements of atmospheric trace gases and associated meteorological measurements. ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) requirement for very accurate and precise, long-term measurements of greenhouse gases and other trace species from these carefully chosen, regionally representative research measurement locations in Oregon. NOAA Global Monitoring Division (GMD) requires these measurements within a larger network of sites in North America (the Carbon Observation and Analysis System; COAS, an integral component of the North American Carbon Program; NACP) to study the variation of greenhouse gases with height and location, which will enable GMD and other scientists to better quantify the North American terrestrial biosphere's uptake of carbon dioxide from the atmosphere. Quantifying the North American carbon budget and identifying implications for the global carbon cycle are priority items outlined in the U.S. Climate Change Science Program (CCSP) Strategic Plan. Specifically, NOAA requires the calibrated measurements of atmospheric trace gases and associated meteorological measurements, from four research sites in Oregon operated by the Oregon State University. Very few institutions are capable of making these research quality measurements. GMD identified the research requirements to meet the needs of the laboratory's scientific program. There is no established commercial market for such specialized research measurements. The period of performance shall be date of award through a period of 1 year. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
