- Pre-Solicitation Only. This is for informational purposes. No Solicitation is currently provided. The Mission and Installation Contracting Command (MICC) - Fort Bliss, Texas anticipates issuing a Request for Proposal (RFP) for a Contractor to provide pumping services to Permanent Latrines in the Dona Ana, McGregor and Oro Grande training ranges. This requirement is to support the United States Army Directorate of Public Works (DPW) Operations and Maintenance Division (OMD) located at Fort Bliss, Texas 79916. General Information: The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to satisfy this requirement. This procurement will be solicited as one hundred percent (100%) Small Business set-aside. The Government anticipates a Firm-Fixed Price (FFP) contract award. The anticipated period of performance for this requirement is from 25 September 2015 through 24 September 2016, plus two (2) option years, Option year I; from 25 September 2016 to 24 September 2017, and Option year II; from 25 September 2017 to 24 September 2018. The North American Industry Classification System (NAICS) code is 562991 Septic Tank and Related Services with a standard size of $7.5 million. Prospective contractors shall be registered in the System for Award Management (SAM) in order to be eligible to receive an award from solicitation. Release Date: The anticipated posting date of the solicitation is no sooner than 15 days after the publication of this notice.
