- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. CBITEC Generator Maintenance at Fort Leonard Wood, MO - W912DQ-15-B-4006 COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. Solicitation W912DQ-15-B-4006 is being issued as an Invitation to Bid (IFB) and will be evaluated in accordance with FAR 14.4, based on Price and Experience. The IFB will result in the award of a single firm fixed price (FFP) service contract. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-83. The Federal Acquisition Regulations (FAR) clauses and provisions referenced in this solicitation can be found respectively in full text format at http://farsite.hill.af.mil. The general scope of work includes Regularly Scheduled Maintenance of 60KW Generator Units that are for support of the Contingency Basing Integration Technology Evaluation Center (CBITEC), a Simulated Operating Base facility located at Training Area 246 at Fort Leonard Wood, Missouri. These generators are military specification generator sets, model MEP-806B, that are fully enclosed, self-contained, skid mounted, portable units. The generator sets are equipped with controls, instruments, and accessories necessary for operation as single units or in parallel with another unit of the same class and mode. The generator sets include a diesel engine, brushless generator, excitation system, speed governing system, fuel system, 24 VDC starting system, DCS, and fault system. Maintenance shall be conducted in accordance with Army Technical Manual (TM) 9-6115-672-14 dated July 2000. Expendable repair parts shall be per military specifications in accordance with TM 9-2815-260-24P. Military manuals shall be provided to the contractor to assist in conducting scheduled maintenance. The estimated performance period is 250 calendar days from Notice to Proceed (NTP). The North American Industry Classification System (NAICS) Code for this project is 811310, with a size standard of $7,500,000.00. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standard stated above. This solicitation is being issued as 100% set-aside for Economically Disadvantaged Woman-Owned Small Business (EDWOSB). In accordance with FAR Part 19, and in coordination with the Small Business Administration (SBA), all responsible Economically Disadvantaged Woman Owned Small Business sources may submit a proposal, which will be considered by the agency. FAR 52.212.1 Instructions to Offerors- Commercial Items, applies to this acquisition with no addenda to the provision. FAR provision 52.212-2, Evaluation-Commercial items, does not apply to this acquisition. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items shall be completed and submitted with the offer. This provision is included in Section K of this combined synopsis/solicitation. FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition. These specific clauses required are detailed in Section 1 of this combined synopsis/solicitation. In accordance with FAR 52.212-1(k) the prospective awardee shall be registered and active in SAM. Offerors interested in responding to this IFB must submit their bid on the attached synopsis/solicitation. The final date to submit questions is ten (10) days prior to the due date of the synopsis/solicitation. Bids must be valid for at least 90 days after the due date.
