Description

Limited Source Justification United States Transportation Command (USTRANSCOM) has a continuing need for Change Management/Knowledge Management support. Additional option period is required on the existing Task Order to span the gap between the current contract ending 30 September 2015 and the Government personnel hire of a USTRANSCOM Chief Knowledge Management Officer (KMO) to establish a foundation for the commands KM program. Recognizing the evolving and emerging changes with USTRANSCOM's KM program and the current lack of knowledge and experience among existing Government staff allows the Government time to hire a civilian KO as the lead expert and then permits that person a reasonable amount of time to adequately determine and define future requirements for consulting services. It is not possible to solicit for contract support until such time as the requirements are fully known. Adding an 8 month option (Option period: 1 October 2015 through 31 May 2016) to the existing task order allows for USTRANSCOM to compete full and open for this acquisition and to continue meeting its established CM/KM responsibilities.
