Description
THIS IS A SOURCES SOUGHT NOTICE FOR A FIRM FIXED PRICE SERVICE CONTRACT TO PROVIDE BASE-WIDE STORM WATER SAMPLING LOCATED AT NAVAL AIR STATION JOINT RESERVE BASE FORT WORTH, TX. This notice is issued to determine interest and capability of potential sources for a potential procurement, and is for preliminary planning/market research purposes only. The result of this market research will contribute to determining the method of procurement. The North American Industrial Classification System (NAICS) code for this potential procurement is 562998, Storm basin cleanout. Size Standard: $7,500,000. Estimated Value of Services: Between $25,000 and $100,000. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Naval Facilities Engineering Command Southeast, Public Works Department, NAS Joint Reserve Base (JRB), Fort Worth, TX, is seeking a response from interested firms that qualify as a U.S. Small Business Administration (SBA) Certified 8(a), SBA Certified HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), or Economically Disadvantaged Woman Owned Small Business (EDWOSB) with self-performance experience in the types of work likely to be ordered on any potential procurement. For more information on the definition or requirements for these, refer to http://www.sba.gov/. All firms are reminded that they must be registered in the System for Award Management (SAM) database to be eligible to receive any potential contract award. It is anticipated that the contract performance period will include a Base Year and four (4) One-Year Option periods. SCOPE OF WORK: The Contractor shall provide all equipment, material, and labor to perform Base-Wide Storm Water Sampling. Contractor shall provide all REGULATORY REQUIREMENT: The Environmental Protection Agency (EPA) regulations and the Texas Commission on Environmental Quality requires that industrial activities obtain a Texas Pollutant Discharge Elimination System (TPDES) Permit for storm water discharged to the surface water of the United States in the State of Texas. NAS Fort Worth JRB submitted a Notice of Intent (NOI) on 12 September 2011 requesting coverage under the revised TPDES Multi-Sector Industrial General Permit for Storm Water, TXR050000, issued on 14 August 2011. In order to maintain compliance with this TPDES Permit, NAS Fort Worth JRB is required to perform storm water monitoring to assess the installation ™s storm water discharges and to evaluate the effectiveness of the storm water pollution prevention plan (SWPPP). NAS Fort Worth JRB is permitted under the TPDES Permit for the following sectors; N “ Scrap and Waste Recycling Facilities, P “ Land Transportation and Warehousing, and S “ Air Transportation. The monitoring requirements for storm water discharges at NAS Fort Worth JRB must comply with the requirements for Sectors N, P, and S, as applicable, for a drainage basin. Under the permit, monitoring requirements are additive in drainage areas where multiple industrial activities co-exist. All Sectors require the following types of routine monitoring: 1.Quarterly visual inspections of industrial sites, 2.Quarterly effluent limit grab samples for analytical monitoring of all industrial sector basin outfalls including sector-specific monitoring depending on the type of industrial activity at the site, 3.Semi-annual sector-specific benchmark numeric effluent limit grab samples for analytical monitoring depending on the type of industrial activity at the site, and 4.Annual numeric effluent limit grab samples for analytical monitoring including any sector-specific annual analytical monitoring requirement. SCOPE OF WORK: 1.Five outfalls require monitoring under the TPDES General Permit (a)TPDES Outfall 1 “ Industrial Sector P and S (b)TPDES Outfall 3 “ Industrial Sector P and S (c)TPDES Outfall 4 “ Industrial Sector N, P and S (d)TPDES Outfall 5 “ Industrial Sector P and S (e)TPDES Outfall 6 “ Industrial Sector N, P and S 2.Monitoring Frequency (a)Quarterly monitoring: i.January-March, ii.April-June, iii.July-September, and iv.October-December. (b)Semi-annual monitoring: i.January-June ii.July-December Annual monitoring, inspections and examination must be accomplished prior to 31 December of each year. 3. Sampling Guidelines (a)All sampling, monitoring and analyses must be conducted according to the procedures specified in Title 30 Texas Administrative Code (TAC) Rules 319.11-319.12 or Title 40 Code of Federal Regulations (CFR) Part 136. (b)All sample collection shall be conducted according to recommendations found in the latest edition of the Standard Methods for the Examination of Water and Wastewater prepared and published jointly by the American Public Health Association, the American Waterworks Association, and the Water Pollution Control Federation, or the EPA manual titled Biological Field and Laboratory for Measuring the Quality of Surface Waters and Effluents (1973). (c)Sample containers, holding times, and preservation methods shall meet the requirements specified in 40 CFR Part 136. (d)Effluents shall be analyzed according to test methods specified in 40 CFR Part 136 or more recent editions of the Standards Methods for the Examination of Water and Wastewater. (e)Flow measurements, equipment, installation, and procedures shall conform to those prescribed in the Water Management Manual; United States Department of the Interior Bureau of Reclamation, Washington, D.C.; or methods that are equivalent as approved by the Executive Director. 4. Contractor shall perform the following: (a)Quarterly visual inspection of the characteristics for each outfall flow will be entered on the Quarterly Visual Monitoring Form. (b)Visual inspections must be performed using grab samples. i.Each flow must be visually inspected during daylight hours for color, clarity, odor, floating solids, settled solids, suspended solids, foam, sheen, and any other obvious indicators of storm water pollution. ii.The date and time of the sample collections, names of collection personnel, nature of the discharge, and visual quality must be recorded. (c)Quarterly analytical monitoring of each outfall must be performed. i.From a representative storm event, one storm-flow sample is to be collected at each outfall. All samples must be representative of the discharge. A representative storm event is an event with at least 0.1 inches of measured precipitation that occurs within a minimum interval from the preceding measurable event of at least 72 hours. The 72-hour interval is not required if the preceding event did not yield a discharge that was sufficient using a grab sample. ii.If it is not practicable to collect a sample, or to complete the sample collection within the first 30 minutes of discharge, the reason must be documented and attached to all required reports and records of the sampling event. iii.For every 5 samples collected and analyzed, one field duplicate sample will be collected and analyzed for the required parameters as a measure of quality control. (d)Semi-annual benchmark analytical monitoring of each outfall must be performed. i.From a representative storm event, one storm-flow sample is to be collected at each outfall. All samples must be representative of the discharge. A representative storm event is an event with at least 0.1 inches of measured precipitation that occurs within a minimum interval from the preceding measurable event of at least 72 hours. (e)Annual numeric effluent limitations monitoring for hazardous metals and industrial sector-specific numeric effluent limits is required by the TPDES General Permit. The Contractor will be required to submit accurate and complete documents within the required timeframes.
