Description
Title: This is a Notice of Intent to issue a sole source contract to ARINC Incorporated, doing business as Rockwell Collins Information Management Services for the Data Link Service Provider (DSP) 4. Description(s): The Defense Information Technology Contracting Organization (DITCO) intends to negotiate a sole source contract with ARINC for DSP 4. The Government requires use of a single contractor under DSP 4 to ensure continuous and uninterrupted worldwide operational services for Air Mobility Command (AMC) aircraft including satellite communications (SATCOM), very high frequency (VHF) data link (VDL), high frequency (HF) data link (HFDL), and to maintain information exchanges between AMC command and control (C2) systems and aircraft via a DoD/AF approved interface. The DSP 4 contract shall provide commercial data link, voice, value added, and ground network services for Government aircraft flight deck safety services communications with air traffic control agencies and C2 communications with military agencies and their automated ground systems. Typical DSP service usage is based on kilobits-used rates for SATCOM data link (SATCOM DL), VDL and HFDL, and minutes-used rates for SATCOM voice. VDL communications must include VDL Mode 2 (VDL2 or VDLM2), VDL2 over Aviation VHF Link Control (AVLC), Aircraft Communications Addressing and Reporting System (ACARS) over AVLC (AOA) and VDL ACARS. A sole soure Justification and Approval (J&A) has been completed and approved in accordance with Federal Acquisition Regulation (FAR) 6.302-1. The J&A will be posted to FedBizOpps upon contract award in accordance with FAR 6.305(a). The proposed contract action is to provide satellite communications, very high frequency (VHF) data link, high frequency (HF) data link, and to maintain information exchanges between AMC command and control systems and aircraft via a Department of Defense/Air Force approved interface. The resultant firm-fixed price contract will be for a 1-year base period (1 August 2016 - 31 July 2017) and four 1-year option periods for a total of 5 years (60 months). The Government requires that all required capabilities (including HFDL, Digital Automatic Terminal Information Service (DATIS), HF radio, and VHF radio) are provided under a single interface with AMC C2 systems. ARINC is the only source capable of providing all required capabilites as HFDL user must have established agreements with Rockwell Collins - Information Management Services for wroldwide Air to Ground/Ground to Air HFDL. ARINC is the only provider of commercial HFDL Air Transportation Services and Aeronautical Operational Control. ARINC is, therefore, the only known source that can provide the required capabilities under a single interface with AMC command as well as supporting the mission requirements to ensure continuous and interrupted worldwide operational services for AMC aircraft. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies that can provide this service must indicate their interest in writing within 30 calendar days of this advertisement. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency.
