- Commercial Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 2115275XJCTRAINING and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. This acquisition is issued set-aside 100% for SMALL BUSINESS. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word. Scope of Work: Synopsis: The U.S Coast Guard intends to procure training facilities/services and supplies for training the MSRT. Because of the demanding and dynamic requirements of the facilities capabilities and flexibility of usage along with the short turnaround time and need for the specific dates available to the USCG MSRT for this training evolution (September 14th to September 18th, 2015). Location: Barnwell, South Carolina Scope: 1. Proposed Facility: The Coast Guard will be purchasing, facilities rentals, classroom rentals along with other necessary supplies to complete the MSRT training (i.e. usage of 200,000 + sq' of multi-story, confined space training facilities capable Simunition and SRTA ammunitions, breachable steel doors, steel breaching inserts throughout). 2. Objective: For the MSRT to run maritime direct action exercise drills and scenarios involving mechanical, exothermic, ballistic and manual breaching, close quarter battle (CQB) in an environment that is multi-storied with varying levels of difficulty inside buildings that are analogous to training on board a commercial vessel in order to eliminate threats within it. 3. Facility Requirements: The facility must be in excess of 200K square feet, multi-story, capable of simmunitions and SRTA ammunition use and the internal design must ressemble the internal configuration of a commercial vessel, with particular emphasis on engine room spaces, narrow passageways, and wide open cargo spaces that include multiple levels. The facility must also possess the ability to conduct static hook and climb. The training facility must allow the MSRT to perform breaching techniques internally to include; manual, ballistic, mechanical and exothermic throughout the training facilities. The facility must also include the ability to conduct low/no-light training regardless of the time of day and be easily configurable in order to quickly reset or alter training scenarios to maximize training times. The facility must also possess on site armory requirements for the storage of sensitive items and spaces designated for mission planning.
