DO NOT CONTACT POSTER - L. NEWHOUSE. FOR ANY INFORMATION CONTACT: Jeff Todd, 443-395-7007 This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. The Iraqi Ministry of Defense (MoD) currently maintains a dedicated Commercial Satellite Communications (COMMSATCOM) and internet services network consisting of 215 existing Very Small Aperture Terminals (VSAT) to support the interconnection of six voice/data networks and one video network which support the Iraqi MoD. The MoD's VSAT network includes the Iraq Defense Network (IDN), Iraq Veterans Administration (IVA), Video Teleconference (VTC), Human Resources Information Management (HRIMS), the Iraqi Intelligence Network (I2N) the I2N SIGINT network and the Iraqi Logistics Network. The scope of work is for performance in Iraq for supplying a VSAT Hub, Installation and Integration Services, Spares, Technical Support Services and Training. For purposes of pricing, the Rough order of Magnitude (ROM) should reflect the cost of performing the scope in Iraq, to include life support and security. Responses do not require transportation and shipping quoted. Government will pay for transportation and shipping. Responses must include price, availability, lead times and the schedule stated in months after contract award for each identified task. All responses must be provided on a spreadsheet which will provided by contacting the POC on this market survey. This scope of work requires the vendor to supply the following equipment and services: --iDirect Evolution Hub --Generator to power hub, respondents must specify size --Spare parts for 1 year support --Installation and integration Services for Iraq --Operations and Maintenance with 24/7 help desk for 1 year support, Iraq --In-Country Training: iDirect certification courses for Iraqi MOD operations personnel in Iraq for 15 students in three iterations of 5 students each iteration. Iraq will provide classroom. P&A responses should not be bundled with a bottom-line figure. ROM values must be broken down into equipment or services. All P&A should be itemized according to the following categories: 001a, VSAT Hub Indoor Equipment 001b, VSAT Hub Outdoor Equipment Antenna System 001c, VSAT Hub Earth Station Support Equipment 002, VSAT Hub Special Tools and Test Equipment 003, VSAT Hub Generator 004a, VSAT Hub Generator Spare 004b, VSAT Hub Spare Parts 005, In-Country Hub Site Surveys (qty 2) 006, In-Country Contractor VSAT Hub Installation Services 007, CONUS Engineering, Build and Test, Factory Acceptance Test 008, In-Country and CONUS Contractor Technical Support Services 009, In-Country VSAT Hub Training Technical information is as follows: --Power requirements: Hub, laptops, monitors, printers (internal infrastructure equipment to monitor hub). --Upload / download requirements: 40 mbps upload / 75 mbps download for fixed VSATs --Bandwidth requirements for mobile VSATs: 30 MHz aggregate bandwidth for comms on the move (1.2m dish size). --Indoor size restrictions: Not Available. A site survey will have to be conducted --Remote Earth Terminal sizes used are 1.8m, 2.4m, 3.8m --Buck sizes: 3 Watt and 4 Watt --Modem used is iDirect e8350 --Generator requirements: Power hub and internal building components. Generator should serve as primary. --Transition time should result in no loss of service. There should be no equipment upgrades or changes to the remote terminals. --Managed services are expected to completely transition no later than 31 Dec 2016 --Civil works/engineering will not be contracted under this requirement Contact the market survey POC for the ROM spreadsheet which is required to be used for responding to this market survey.
