- Baltimore Longitudinal Study of Aging Microbiome Project PRE-SOLICITATION NOTICE OF INTENT TITLE Baltimore Longitudinal Study of Aging Microbiome Project INTRODUCTION THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA), on behalf of the National Institute on Aging (Nia), intends to solicit a full and open competition (unrestricted) for non-commercial services under FAR Part 13. The solicitation will be issued as a Request for Quotation (RFQ), which is expected to result in a single Cost Reimbursable contract. EXTENT OF COMPETITION This acquisition is full and open, with no set aside restrictions NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541690- Other Scientific and Technical Consulting Services. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-83-2-2, dated August 5, 2015. This acquisition is conducted under the procedures as prescribed in FAR Part 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000.00). DESCRIPTION The National Instititue on Aging (NIA) leads the federal government in conducting and supporting research on aging and the health and well-being of older people. The Institute seeks to understand the nature of aging and the aging process, and diseases and conditions associated with growing older, in order to extend the healthy, active years of life. Independently and not as an agent of the Government, the Contractor shall assess fecal and toe nail samples of 200 Baltimore Longitudinal study on Aging (BLSA) participants for the purpose of DAN isolation and sequencing of bacteria/and fungal species in the collected samples. CLOSING STATEMENT The solicitation will be issued on or about August 18, 2015, and bids or proposals will be due August 28, 2015. 12:00pm est.
