- The Bureau of Indian Affairs (BIA) Navajo Regional Office is soliciting offers to provide Propane for Tuba City Boarding School Government owned Quarters, Tuba City, Arizona. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This solicitation (RFQ) is a 100% set-aside for Small Business Indian/Alaskan Native Economic Enterprises pursuant to the (Buy Indian Act). NAICS Code: 454310 Small Business Size Standard: 500 employees. THIS IS AN URGENT REQUIREMENT AND RESPONSE DATE IS AUGUST 20, 2015, 11:00 A.M. LOCAL TIME. Requirement Description: Contractor shall provide services consisting of furnishing all labor, materials, equipment and incidental necessary to deliver propane on as needed basis, all delivery tickets are required to be signed by school staff. Contractor shall not exceed obligation amount until the purchase order amount is modified in accordance FAR 52.232-18, Availability of Funds. Contractor shall provide six months price per gallon. Contractor shall deliver between the hours of 8:00 A.M. and 5:00 P.M. (Local Time) Location: BIE, Tuba City Government Owned Quarters: Six tanks at 2,000 gallon 1. September 1, 2015 thru September 30, 2015 = Unit Price per gallon including all applicable taxes $___________ 2. October 1, 2015 thru October 31, 2015 = Unit Price per gallon including all applicable taxes $____________ 3. November 1, 2015 thru November 30, 2015 = Unit Price per gallon including all applicable taxes $__________ 4. December 1, 2015 thru December 31, 2015 = Unit Price per gallon including all applicable taxes $__________ 5. January 1, 2016 thru January 31, 2016 = Unit Price per gallon including all applicable taxes $____________ 6. February 1, 2016 thru February 29, 2016 = Unit Price per gallon including all applicable taxes $___________ Award will be made to the lowest price bid, whose quotation is conforming to the requirements herein, will be most advantages to the Government, and is fair and reasonable. Electronic Invoicing and Payment Requirements ¿ Internet Payment Platform (IPP) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts.
