- This is a combined synopsis/solicitation for commercial supplies and services prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54, and can be viewed at https://www.federalregister.gov/articles/2011/11/02/2011-27778/federal-acquisition-regulation-federal-acquisition-circular-2005-54, or on the Acquisition.gov website: https://www.acquisition.gov/?q=node/197&searchTerms=FAC%202005-54. For ease of reading, interested bidders will be referred to as you or your;the National Park Service is NPS,we, or us. If you are new to bidding on federal contracts, the Contracting Officer especially encourages you to submit a quote. REQUIREMENT: Annual fire extinguisher inspections, testing, and certifications for approximately 1000 extinguishers, located on Grand Canyon ¿s South Rim, North Rim, Desert View, and Inner Canyon; with purchase of new fire extinguishers to replace any that are put out of service. DELIVER TO: Grand Canyon National Park. Some tasks of this contract will require hiking through the inner canyon for 24 miles with a 5000-foot elevation change. The North Rim is a 210-mile drive from the South Rim. Grand Canyon National Park will not provide any transportation. AWARD: The resulting award will be a firm fixed-priced (FFP) purchase order with one base year, and four additional years. The National Park Service will not amend the contract to increase the price due to errors in the vendor ¿s quote; this does not include agreed-upon modifications. The purchase order will match the quote; the invoice must match the purchase order and any modifications. If your quote comes with a note that any factor is not included, or will be calculated after award (such as tax, freight, or handling charges), your quote will be ¿non-responsive ¿ and not considered. Bids must be all inclusive for firm-fixed-priced purchase orders. ALTERNATIVE SUGGESTIONS FOR COMMERCIALITEMS: Vendors may submit multiple quotes with alternative product suggestions for the fire extinguishers, as long as each alternative meets or beats the characteristics of the brand name in characteristics and warranty. We will evaluate each quote separately, even if from the same company. This is not a requirement. TECHNICAL ACCEPTABILITY: Representatives from Grand Canyon National Park will evaluate all proposals for technical acceptability, and we will award the order to the company that provides the lowest price technically acceptable. SET-ASIDE: This procurement is set aside 100% for small businesses under applicable NAICS codes including, but not limited to, 115310 and 561***,. Each bidder's SAM (www.SAM.gov) record must indicate that the business is small under the applicable NAICS code. Please keep in mind that your company must, as some point, have been registered to do business with the federal government through the Central Contractor Registration (www.CCR.gov), or the System for Award Management (SAM) in order for us to ascertain your business size at the time your company was registered. INVOICING: The business that fulfills this order must register, submit all invoices through, and will be paid via, the Invoice Processing Platform by electronic funds transfer to the bank account listed in the vendor ¿s SAM record.
