- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is 0010664701. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-83 (July 2015). The Government contemplates the award of a Firm-Fixed-Price (FFP) purchase order with a 12-month period of performance. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13. Contractor shall provide a price to perform the requirements of the attached Performance Work Statement (PWS) for each of the following CLIN items: CLIN 0001Maintenance Support - Base Year1 JOB Annual maintenance plan for Hitachi Data Systems storage equipment serial number 25181, model USP-VM in order to maintain Storage Area Network located at customer office, Public Health Command. The maintenance plan shall include Norther Tier, Platinum level services to include microcode and firmware updates and installs. The period of performance is 12 months. CLIN 0002Cost for Providing Accounting for Contract Services - Base Year See Performance Work Statement and Quality Assurance Surveillance Plan for contract requirement details. INSTRUCTIONS AND INFORMATION TO OFFERORS: Place of performance shall be at Aberdeen Proving Ground, MD 21005. The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses must provide: a.Detailed information showing that the Contractor is able to meet the performance requirements of the Performance Work Statement; b.Documentation showing current and valid authorization from Hitachi to perform services on Hitachi manufactured equipment (i.e. is a certified federal business partner of Hitachi); c.Point of contact name and contact information, company CAGE code, DUNS number, and TIN. Contractor is required to provide data on Contractor labor hours (including subcontractor labor hours) for performance of this contract IAW the PWS. The cost, if any, for providing this data shall be entered into the space provided at the corresponding CLIN 0002. SUBMISSION PROCEDURES: All questions regarding this solicitation must be submitted to the Purchasing Agent via email no later than 3:00 p.m. Eastern Time, 20 August 2015, to toni.m.foster.civ@mail.mil. Responses to this solicitation must be signed, dated, and received no later than 3:00 p.m. Eastern Time, 24 August 2015. Responses must be sent by email directly to the Purchasing Agent, Toni M.
