- The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Entegrion, Inc.; P.O. Box 14867, Research Triangle Park, NC, 27709 for the performance of the described requirement in support of the Naval Medical Research Unit San Antonio (NAMRU-SA), Fort Sam Houston, Texas. The requirement intends to provide the delivery of up to 60 (240 vials) doses of the platelet-derived hemostatic agent (PDHA) Stasix, and up to 48 doses (106 units) of the spray-dried plasma agent, platelet-derived (PD)-Plex, Resusix. These products will be used to investigate potential improvements, treatment and management for hemorrhage and hemorrhagic shock. The requirement is required for a critical NAMRU-SA requirement to provide the delivery of up to 60 (240 vials) doses of the PDHA Stasix and up to 48 doses (106 units) of the spray-dried plasma agent, PD-Plex, Resusix. The purpose of this requirement is to investigate potential improvements to therapeutic strategies for hemorrhage and hemorrhagic shock. NAMRU-SA will conduct hemorrhage resuscitation research evaluating multifunctional resuscitation fluids (MRFs). The Entegrion products, PHDA Stasix and PD-Plex Resusix, will be evaluated individually and in combination with other agents as part of a MRF. Previous studies conducted at NAMRU-SA have evaluated Stasix. To ensure consistency of data collected with previous studies and the utilization of historical data, Stasix® must be used again, permitting reliable comparison of the data. This is critical to the integrity of the entire study and can only be accomplished through the use of the same supplier. The period of performance for this contract is anticipated to be 36 months. A sources sought notice was issued on 13 August 2015 for this requirement and the Government determined after the review of capability statements, that no other source had the capability to perform the required work. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 1 (8.5 x 11 inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 5:00 PM Eastern Time, 02 September, 2015.
