Printer service and maintenance for Aberdeent Test Center PERFORMANCE WORK STATEMENT (PWS) Aberdeen Test Center (ATC) Maintenance/Repair Service Agreement for Government Owned Lexmark Printers and Multiple-Function Printers PR 0010523061 1) GENERAL: Aberdeen Test Center seeks to acquire warranty service on our Lexmark brand printers and multiple-function printers whose original one-year warranties have expired. ATC seeks a commercial vendor who will perform maintenance and repair of all of our Lexmark brand printer/multi-function printers listed in the attached equipment schedule. The result of this service shall be that the equipment operates correctly IAW with the manufacturer's specifications. Printer may be removed and added through the contract. 2) SCOPE: This is a non-personal service contract to provide maintenance and repair service for printer hardware that is no longer covered under original warranty provided at date of purchase. The Government shall not exercise any supervision or control over the contract service provider performing services herein. The Contractor shall provide the necessary personnel to perform onsite maintenance during the period of performance. This maintenance contract shall include labor, parts, travel and transportation. The contractor shall provide manufacturer-trained service, delivery, and management personnel to ensure the productive use of the equipment. The contractor shall provide personnel certified in trouble-shooting and maintenance. Contractor personnel shall receive notification that maintenance is required for covered items via email or phone call, which will result in the generation of a service request, or "trouble ticket." The contractor personnel shall respond to service requests within twenty-four (24) hours during normal working hours, Monday through Friday, excluding Government holidays, after notification of malfunction. The response time on a service call begins when an Aberdeen Test Center representative places a service call to the contractor. After the call is completed, the service technician will contact the service requestor to enquire whether the service has been completed satisfactorily within that time frame. 3) BACKGROUND: Aberdeen Test Center (ATC) is a multi-purpose test center with diverse test capabilities and facilities. The unique combination of ATC's experienced personnel, state-of-the-art facilities, instrumentation, equipment, automotive courses, firing ranges, and industrial fabrication/repair capabilities provide a comprehensive facility available for testing a wide variety of military items, both domestic and foreign, as well as commercial items. Testing is conducted on full systems, as well as system components and includes such items as: combat and general purpose vehicles, automotive technologies, weapons and munitions, general support equipment, individual equipment, generators, night vision devices, bridges, sensors, communication systems and robotics. ATC also conducts vulnerability/survivability tests, flammability testing, and crash- worthiness testing. ATC conducts and/or supports tests at other locations throughout the world with extensive mobile instrumentation and qualified technical personnel. 4) PERIOD OF PERFORMANCE: The period of performance shall be from date of purchase for up to one year, plus at least one option year. 5) PLACE OF PERFORMANCE: Performance shall take place at ATC on Aberdeen Proving Ground, Maryland, in its principal location, 400 Colleran Road, APG, MD 21005, and in its numerous administrative and industrial sites. This means that the equipment to be maintained is distributed over several square miles. Access to most of this area is restricted, and requires permission and clearance from ATC before entry, and often requires escort by ATC. 6) HOURS OF NORMAL OPERATIONS: Contractor personnel shall be available to perform maintenance Monday through Friday from 9:00 AM through 5:00 PM. Exceptions to this include normal Government holidays and other periods wherein APG might suspend operations/close down due to inclement weather or security related events. The following Federal Holidays are observed, but some dates can vary: January 1 New Year's Day Third Monday in January Birthday of Martin Luther King, Jr. Third Monday in February Washington's Birthday Last Monday in May Memorial Day July 4 Independence Day First Monday in September Labor Day Second Monday in October Columbus Day November 11 Veterans Day Fourth Thursday in November Thanksgiving Day December 25 Christmas Day 7) PERSONNEL: Contractors shall not be foreign nationals and shall have a security clearance provided by their employer to gain access to ATC data center where the printer hardware is located. The vendor shall be responsible for having their employees provide evidence of their security clearances. 8) HAZARDOUS CONDITIONS: Contractor employees may be exposed to the following conditions during performance of work, including but not limited to: -High noise and vibration levels (impulse and steady state) -Proximity to electric power sources of high voltage and/or amperage -Flashes from cutting and welding -Insects, e.g. Lyme ticks 9) PROGRAM MANAGEMENT AND KEY PERSONNEL: The contractor shall assign a Program Manager (PM) who shall be responsible for overall management of the procurement action in accordance with this PWS. The PM shall be the contractor's primary Point of Contact (POC) and shall have the authority to make decisions on all matters on behalf of the contractor. The PM shall interact primarily with the Contracting Officer's Representative (COR), Alternate COR (ACOR), or Technical Points of Contacts (TPOCs), but not ATC's corporate management. The contractor shall designate an alternate POC who shall be authorized to make decisions in the absence of the PM. The contractor shall submit to the Government, in writing, the names and office telephone numbers of the PM and other key personnel employed to perform work under this contract. 10) IDENTIFICATION OF CONTRACTOR PERSONNEL: The contractor shall provide a 2" x 1" nametag (black lettering with white background) with the company name and the word "CONTRACTOR" below it. The contractor shall ensure all personnel prominently display their nametags at all times while in a work capacity on APG, including in the restricted areas. In addition to that, the contractor shall ensure all personnel identify themselves as a contractor employee with the name of their company when answering the telephone, using the email system, and when attending meetings. 11) PERSONAL PROTECTIVE EQUIPMENT (PPE): All contractor personnel shall wear the appropriate PPE when in the following work areas: range areas where entrance is controlled by the Range Operations Team, industrial buildings, at construction sites, test sites and test facilities. Other areas may be reviewed to determine if hazards are present which necessitate the use of PPE. Failure to wear/use PPE may cause removal from the job site and/or seizure of non- compliant equipment/items. 12) SECURITY; UNESCORTED ACCESS INTO RESTRICTED AREAS: Unescorted access into the APG restricted areas shall be granted to United States citizen contractor personnel who possess a current security clearance issued by the Defense Industrial Security Clearance Office (DISCO) or who were the subject of a favorably completed National Agency Check (NAC) or National Criminal Information Check (NCIC). Unescorted access shall be authorized provided no more than twenty (24) months have lapsed since the date of the termination of the security clearance or break of service and there is no known adverse information. The contractor is responsible for providing individuals eligible for unescorted access to service equipment. Since most the work to be performed is inside a secure area, no foreign nationals (non-US citizens) will be permitted to perform on-site service on this contract. 13) AUTOMATION INFORMATION SYSTEMS (AIS): The contractor shall ensure that all contractor personnel who have access to any Government computer/information system must be the subject of a favorable National Agency Check with Local Agency and Credit Check (NACLC) or a favorable National Agency Check (NAC) in accordance with Army Regulation (AR) 25-2, Information Assurance. Contractor shall advise employees that this information will be used to review criminal history records. Adverse information may result in an individual being denied security area access. 14) SECURITY BADGES: Security badges shall only be issued to contractor personnel in accordance with APGR 190-4. Security badges shall be approved and issued by ATC Security personnel to contractor personnel upon written request from the COR and after the investigation or security clearance has been verified. Contractor personnel shall wear the security badge above the waist at all times while in the restricted (security) areas of APG. Contractor personnel shall only display the security badge while inside the security area and ensure that it is out of sight outside the security area. The badge shall not be used as identification to gain access to the installation or for identification off the installation. The contractor is responsible for ensuring compliance by contractor personnel. 15) APPLICABLE DOCUMENTS AND AVAILABILITY: List legal, regulatory, policy, security, and documents that are relevant to this PWS. Include publication number, title, version, and date. If only portions of documents apply, so state. Contractor management shall ensure that employees properly comply with the performance work standards outlined in the PWS. Contractor employees shall perform their duties independent of, and without the supervision of, any Government official. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in the Federal Acquisition Regulation (FAR). 20) Contractor Manpower Reporting Application (CMRA): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://cmra.army.mil Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk by clicking on "Send an email" which is located under the Help Resources ribbon on the right side of the login page of the Contractor Manpower Reporting website. 21) GOVERNMENT FURNISHED EQUIPMENT (GFE): The Contractor responsible for the proper care, use, operation, safety, and security of Government furnished property made available to the Contractor during performance of the contract. The equipment furnished shall not be used by the Contractor in the performance of any task outside the scope of this contract. 22) PARTS, TOOLS, INSTRUMENTS AND DOCUMENTATION: The Contractor shall coordinate with the Contracting Officer Representative (COR) in accordance with the attached equipment list, to maintain a sufficient inventory of spare and replacement parts and such tools and instruments as necessary to properly repair and maintain all equipment for the duration of the purchase order. Only new or OEM approved replacement parts, meeting or exceeding manufacturer's specifications will be acceptable. All resources acquired to perform this purchase order, i.e. spare parts, tools, etc. shall be pre-approved by the Contracting Officer Representative. The Government has the right to inspect the inventory of spare parts at any time. The Contractor shall ensure that all replacement parts will be obtainable within a reasonable time of determination of need and be onsite at APG within that 24 hour time limit. Exceptions to this due to scarcity or age of equipment will require the permission of the COR. 23) DOCUMENTATION: All documentation, schematics, hardware and software manuals, diagnostic routines and any other troubleshooting aids received by the Government will be made available to the Contractor for use at the repair site. Contractor-acquired documentation required to perform repairs shall remain property of the Contractor. 24) CONTRACTOR INITIATED ALTERATIONS: Alterations to equipment as proposed by the Contractor shall be made only with the consent of the COR, ACOR, or TPOC. This includes but is not limited to enhancements [e.g., upgrades, firmware] to existing equipment or other changes, which either increase the item's performance or decrease the cost of maintenance. 25) Equipment List to be covered on contract.
