Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Evans Analytical Group (EAG); 810 Kifer Road, Sunnyvale, CA, 94086 for the performance of the described requirement in support of the Naval Medical Research Unit San Antonio (NAMRU-SA), Fort Sam Houston, Texas. The requirement intends to provide Time-of-Flight Secondary Ion Mass Spectrometry (TOF-SIMS) for chemical analysis of polymeric nanofiber scaffolds and TOF-SIMS reference samples. This contract will provide for the delivery of up to 45 TOF-SIMS of polymeric nanofiber scaffolds and up to 15 TOF-SIMS reference samples. The requirement is required for a critical NAMRU-SA requirement to provide TOF-SIMS analysis and reference samples of polymeric nanofiber scaffolds to include sample preparation, data collection, and full analysis with a lateral resolution of 0.20 μm in a 200 mm scan area with a depth of 1-2 nm. TOF-SIMS will provide atomic composition, precise concentration, and chemical state information of the sample surface. Similar data will be presented by analysis of the reference samples. The two data sets will be compared to each other to provide additional data and information. EAG is the only source that can provide all required services for the project requirements listed above. The government requires timely turnaround on the analysis of the samples as future experiments will be based on the results from the TOF-SIMS. It is important that the vendor is capable and can guarantee quick turnaround of 5 working days or less. Given EAG's capabilities, record of quality work, and turnaround time, EAG is equipped to match the criteria required for completing the project. Additionally, it is important that the sample preparation be carried out using the same technique in the same manner for all the samples within the project in order to maintain accurate and reliable data. This is critical to the integrity of the entire study and can only be accomplished through the use of the same supplier. The period of performance for this contract is anticipated to be a base period of 12 months followed by a 12 month option period. A sources sought notice was issued on 12 August 2015 for this requirement and the Government determined after the review of capability statements, that no other source had the capability to perform the required work. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 1 (8.5 x 11 inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 5:00 PM Eastern Time, 02 September, 2015.
