Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to World Wide Primates, Inc.; 16450 SW 180th Street, Miami, Florida 33187 for the performance of the described requirement in support of the Naval Medical Research Unit San Antonio (NAMRU-SA), Fort Sam Houston, Texas. The requirement intends to evaluate the use of multi-functional resuscitative fluids in traumatic hemorrhagic shock with significant blood loss. Hemorrhage is the leading survivable cause of death for military personnel injured in the battlefield. This contract will provide for the delivery of up to 220 units of 50 ml units of A,B, or AB Leukoreduced Rhesus monkey whole blood that will be collected, processed, stored, handled and shipped in accordance with the American Association of Blood Banks (AABB) guidelines. The monkey blood is required for a critical on-going NAMRU-SA research and focuses on the protection and rehabilitation of combat casualties. This research will determine whether different resuscitative fluids, individually or in combination, will reduce overall injury and increase survival by addressing oxygen carrying capacity, metabolic stabilization, coagulation system integrity, and the immunomodulatory effects of the fluids. The transfusion blood should come from the same species of animal, have the correct blood-type match and be leukocyte reduced to prevent adverse inflammatory reactions associated with allogenic blood transfusions. Collection and processing of blood for transfusions, especially leukoreduced blood, is a technically challenging procedure and incorrect processing would greatly alter the outcomes of the study. Due to the early involvement of World Wide Primates, Inc. in this ongoing research effort, they must continue to provide this supply until commencement to avoid the injection of inconsistency in study results. In addition, it is imperative that the new data collection is being created, collected and reviewed under the same controls as previous data collection to ensure an apples-to-apples analysis is being performed. This is critical to the integrity of the entire study and can only be accomplished through the use of the same supplier. The period of performance for this contract is anticipated to be a base period of 6 months followed by two 3 month option periods. A sources sought notice was issued on 12 August 2015 for this requirement and the Government determined after the review of capability statements, that no other source had the capability to perform the required work. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 1 (8.5 x 11 inch) page using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 5:00 PM Eastern Time, 02 September, 2015.
