- THIS IS A MODIFICATION TO W31P4Q-15-R-0138. Modification removes Part Number. Army Contracting Command-Redstone is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336419. Description: This requirement is for the development and delivery of an Azimuth Position Sensor and associated modification kit for use on the Chaparral Fire Unit. The contractor shall perform the mechanical, electrical, software, design, fabrication, assembly, test, and documentation efforts necessary to develop and produce a quantity of twenty each Azimuth position Sensor modification kits. Delivery of the Kits must be within 16 months after receipt of formal contract. Qualifications: 1. Each vendor must be able to develop, implement, and maintain an effective and economical quality system in accordance with (IAW) ANSI/ISO/ASQ Q9001or equivalent system as agreed between the contractor and the US Government) 2. Each vendor must be able to pass First Article Testing IAW Federal Acquisition Regulation 52.209-3 for the material delivered under this effort if they haven't produced the part(s) in the Kits in the past 2 years that have been accepted by the USG and provide documentation of same PRIOR TO BIDDING. 3. Each vendor must be able to submit technical documents on their capabilities to produce the part(s) and show they have an established and implemented QA plan, an established and implemented HAZMAT plan, the availability of experienced resources, the necessary equipment & test capabilities to support the effort, and ability to meet the requirements of MIL STD packaging for Class V items 4. Each contractor must have access to current US Army Chaparral Missile System related drawings and technical documentation for parts, components, assemblies, sub-assemblies, etc.; the Government does not have the resources to provide Technical Data Packages (TDPs). New drawings, revised drawings, special tools, and modification kits produced as a result of this effort will be included in the USG Chaparral Missile System TDP via an Engineering Change Proposal (ECP); the ECP requirement necessitates the contractor has access to MEARS. 5. Each contractor must be able to have a facility with a clearance level of at least CONFIDENTIAL and a current inspection on file with DSS. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
