Performance Work Statement dated 8/18/2015 iHawk RedHawk Maintenance Service CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for providing labor, materials, tools, and services necessary to maintain in fully functional condition iHawk rack-mounted computer systems running a Red Hawk Real Time Operating System for support to the F-15 Avionics Integrated Support Facility at the Warner Robins Air Logistics Complex. This level of expertise must extend to standard software support to include real-time kernel, system call, libraries, and utilities through updates, patches, and workarounds to correct system deficiencies. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. Below is a document containing a description of the iHawk RedHawk Maintenance requirement and a Contractor Capability Survey, which allows you to provide your company's capability. Attached is the draft Performance Work Statement for this requirement. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. 4. Questions relative to this market survey should be addressed to Lavelle Barnett, 478-926-3438.   REQUIREMENTS DESCRIPTION iHawk RedHawk Maintenance Service PURPOSE/DESCRIPTION We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to provide resources experienced in software and hardware maintenance that is integrated into the F-15 avionics development and integration benches within a depot maintenance environment for support to the Warner Robins Air Logistics Complex. Our acquisition strategy is a five-year service contract consisting of a basic year plus four one-year options. The Contractor shall provide all personnel, labor, transportation, materials, tools, equipment, and services to maintain eight, in fully functional condition, iHawk rack-mounted computer systems. Contractor shall provide maintenance coverage for an iHawk 868 Rackmount with a 13-slot 32-bit system with 33MHz processor and PCI chassis. The support shall include software maintenance for RedHawk Frequency Based Scheduler (FBS) 32-bit, FORTRAN 77 for RedHawk, NightStar for RedHawk, and standard utility software. The current system utilizes a peripheral PCI expansion slot; therefore, the Contractor shall have a strong understanding of the iHawk's physical PCI bus and driver software. The contract will supply on-site maintenance services. As well, the contractor will provide installation of all mandatory engineering changes and updates required to ensure proper operation and safety. New product releases and software upgrades must be supplied to the Government. The current contract was awarded to Concurrent Computer Corp. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). (1 Page Limit) 2. Describe your company's experience providing dedicated and professional service. Include customer response times and customer interactions from previous experiences. Also include any planning or training experience with previous customers. (1 Page Limit) Engineering Services and Software Development Questions: 3. Describe briefly your company's capabilities in providing system maintenance support as related to iHawk hardware. Describe experience and capabilities in troubleshooting Random Access Memory (RAM), processors, hard drives, motherboard, and PCI slots. Describe any relevant experience in dealing with Linux system drivers as they relate to the PCI bus. Also include any experience using a RAID array setup. (1 Page Limit) 4. Briefly describe your capabilities for providing analytical expertise to improve efficiencies in Red Hawk Linux based platforms. Be sure to include any robust platform solutions that relate to F-15 Avionics Integrated work. This work includes the ability to create real time aircraft simulations, modeling, and the ability to process video and imaging as well as drive data acquisition. (1 Page Limit) 4. Describe your company's capabilities providing expertise and analytical services for real time simulation utilizing C, C++, FORTRAN, and ADA. Also, explain how you would supply continued updated support to the RedHawk Frequency Based Scheduler (FBS) 32-bit. (1 Page Limit) 5. SCENARIO BASED: What would be your process for finding and replacing a bad processor card on an iHawk system, assuming access to the operating system exists. Be sure to include any potential diagnostics work and equipment used. Include supporting logic and information used to justify the process. (2 Page Limit) Commerciality Questions: 1. Are there established market prices? If you offer this service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public? Is our requirement offered to both under similar terms and conditions? Briefly describe any differences. (1/2 Page Limit)
