- INTERESTED PARTIES WHO HAVE ALREADY RESPONDED TO THE EARLIER POSTING OF THIS NOTICE DO NOT NEED TO SUBMIT ANY ADDITIONAL RESPONSE. ISSUED TO ALLOW FOR ADDITIONAL RESPONSE TIME Sources are being sought to perform work for a period of 5 months to provide service and maintenance of all heating, ventilating and air conditioning equipment including chillers, water towers, air handling units, dampers and damper operators, VAV boxes, condensers, circulating pumps, valves, circulation fans, exhaust fans, unit heaters, boilers, chemical feed systems for chilled, hot and condensate water systems; air compressors, window air conditioning units, ice machines (i ncluding inline filters), coolers, refrigerators, freezers, generators, control systems, etc. located at the Defense Supply Center Columbus Ohio. Buildings to be serviced i nclude Buildings 9, 10, 11, 16, 17, 18, 19, 20, 20A, 22, 25, 27, 30, 43, 44, 46, 47, 48, 49, 52, 114, 201, 301, 302, 306, 308, 314, 331, 507 and three gatehouses. INTERESTED CONTRACTORS MUST HAVE EXPERIENCE IN HAVING PERFORMED THE REQUIRED WORK AT THE DEFENSE SUPPLY CENTER COLUMBUS AND BE FAMILIAR WITH THE HVAC AND PLUMBING SYSTEMS EXISTING ON CENTER. INTERESTED CONTRACTORS MUST BE ABLE TO PERFORM ALL WORK DETAILED AS SEPARATE CONTRACTS WILL NOT BE ISSUED FOR THE HVAC AND PLUMBING PORTIONS OF THE REQUIREMENT. INTERESTED CONTRACTORS MUST BE ABLE TO DEMONSTRATE AN ABILITY TO BE ABLE TO BEGIN WORK IMMEDIATELY WITHOUT A PHASE-IN PERIOD AND WITHOUT PHASE-OUT ASSISTANCE OF THE INCUMBENT CONTRACTOR. INTERESTED CONTRACTORS MUST BE ABLE TO DEMONSTRATE THAT THEY HAVE AT LEAST FOUR (4) INDIVIDUALS CURRENTLY ON STAFF AND AVAILABLE TO BEGIN WORK ON THIS REQUIREMENT IMMEDIATELY WHO CURRENTLY HAVE DEPARTMENT OF DEFENSE ISSUED COMMON ACCESS CARDS OR CURRENT FAVORABLE E-QIP BACKGROUND INVESTIGATIONS COMPLETED AS CONTRACTOR PERSONNEL MUST BE ABLE TO ACCESS SECURE BUILDING LOCATIONS AND BE ABLE TO UTILIZE GOVERNMENT COMPUTER SYSTEMS ON DATE OF THE CONTRACT AWARD. INTERESTED PARTIES MUST PROVIDE CAPABILITY STATEMENT TO DEMONSTRATE EXPERIENCE IN PERFORMING THE REQUIRED MAINTENANCE, GENERAL HVAC SERVICES, GENERAL PLUMBING SERVICES AND EMERGENCY SERVICE REQUIREMENTS AND TO DEMONSTRATE THE STAFF CLEARANCE REQUIREMENT COMPLIANCE. Maintenance Requirements: The contractor shall perform all preventative maintenance as detailed in the most recent edition of RS Means "Facilities Maintenance & Repair Cost Data." For equipment not listed in RS Means the contractor shall obtain a copy of the equipment manufacturer's operations and maintenance manual and maintain the equipment accordingly. General HVAC Services: The contractor shall provide annual, semiannual, quarterly, monthly, weekly, daily, etc. service necessary to operate, i nspect, calibrate, test and perform preventative maintenance on each piece of equipment and equipment system included in the contract. General Plumbing Services : The contractor shall provide all annual, semiannual, quarterly, monthly weekly, daily, etc. service necessary to operate, inspect, calibrate, test and perform preventative on the following plumbing equipment and systems; Buildings 20and 20A: Fifty-four (54) restroom plumbing systems containing 204 toilets, 56 urinals and 215 sinks; 30 break room sinks; 48 drinki ng fountains; two eyewash stations; potable water booster pumps and building sump pumps. Adjust mixing valves on faucets as required. Furnish and install toilet, urinal and sink washers, fittings, rebuild kits, etc.. as necessary to stop leaks and regulate proper flow. Respond to natural gas leaks and/or odors. Forty-six (46) backflow preventers to include annual testing and inspections. Service two sewage lift stations Service C alls: The contractor shall respond to service calls as required. During normal duty hours the contractor shall respond to a service call within one hour of notification by the Government. Emergency S ervice: The contractor shall furnish emergency service as required. During normal duty hours the contractor shall respond to an emergency service request in fifteen (15) minutes. During non-normal duty hours the contractor shall respond to an emergency service request withi n one (1) hour. Under emergency conditions the contractor shall work continuously to restore service. I f a major problem is detected the contractor shall work continuously unit the equipment i s repaired, stabilized or the contractor is released by the Government representative. The contractor shall provide emergency response service 24 hours per day, 365 days per year. Non-normal duty hours emergency service calls average approximately one per month. Unless the cause of the emergency service call was Government negligence, the contractor will be reimbursed for these services at a monthly fixed rate. The contractor shall staff the project site from 0600 to 1600 hours Monday through Friday, Federal holidays excluded, and Saturday from 0630 to 1200 hours. "
