Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2015-83. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses are available at farsite.hill.af.mil. The North American Industry Classification System Code (NAICS) is 333120 (Construction Machinery Manufacturing) with a Size Standard of 750 employees. This requirement is 100% set aside for small business and only qualified offerors may submit quotes. This acquisition will result in a Firm Fixed Price (FFP) Purchase Order. The US Army Special Operations Command (USASOC) has a requirement for: Skid- Steer Loader. The contractor shall provide Contract Line Item Number (CLIN) 0001 with the following required specifications:  74 HP Tier 4 Turbo Diesel engine  Auxiliary hydraulics: variable flow  Backup Alarm  Interlock control system  Engine/hydraulic systems shutdown  Glow plugs (automatically activated)  Instrumentation: Engine temp, fuel gauges, hour meter, RPM and warning lights  Lift arm support  Lift Path: Radius  Suspension seat  Attachment control Kit (Controls the attachments to the skid-steer loader)  Lights front and rear  Operator cab (AC is required & Must be a sealed closed cab.)  Parking brake, seat bar seat belt  Roll over protective structure (meets SAE-J1043 & ISO 3449, Level 1)  Spark arrestor exhaust system  Heavy duty tires  Selectable joystick controls  High flow hydraulics  74" low profile bucket (bolt on cutting edge, 74") (72" low profile bucket is acceptable)  72" brush cat (Must be Heavy duty it will be used to maintain perimeter fence clearance from mangroves and pine trees.)  30C auger drive unit (auger mounting frame loaders and compact tractors, bumper kit, standard duty bit, 12")  Stump grinder  Backhoe (maximum dig depth 136in, max reach 166in, 6000lbs dig force, 4069 lbs. dipper dig force, 180 degree swing angle, hydraulic fold down stabilizer, max 135.7 in dig depth)  12" base class 3, cutting edge, 12" x-change standard duty trenching bucket, class 3 (weld on teeth) 1. CLIN 0002: Shipping and Handling 2. The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforms to this RFQ and is the "Best Value" to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: a. Technical Acceptability b. Price c. Delivery 3. Technical acceptability is defined as the contractor's ability to meet or exceed the requirement and will be evaluated on a Pass or No-Pass basis. Only those offers evaluated as Pass will be considered for award. Delivery is defined as the capacity and offeror affirmation to conform with, or better, the Required Delivery Date (RDD) of no later than 90 days of award. A best value award will be made to the offeror submitting an offer found to be most advantageous to the government. If offered other than the requested specifications, value added variables will be considered most important in comparison to price alone. The government will determine technical acceptability during technical review. 5. PARTIAL SHIPMENTS PER LOCATION WILL NOT BE AUTHORIZED RESPONSES/QUOTES ARE DUE NO LATER THAN 10:00AM EST, Friday, 21 August, 2015. All quotes shall include the following: *Topside, multiple side view (left, right, front, rear), or angle diagram noting all measurements and specifications, *Color photograph, *Part Numbers, *Unit, and total price, *Federal Tax ID, *Cage Code and DUNS number, *Contact Information, *Payment/Discount Terms, *Delivery Time and Delivery Cost (Reminder: Partial Shipments per location are not authorized), *FOB Destination and any other remarks as necessary. QUESTIONS: Questions concerning this RFQ shall be submitted in writing no later than 10:00 a.m. EST, Tuesday, 18 August 2015. Telephonic questions pertaining to the technical requirement of this solicitation will not be answered. CLAUSE REFERENCES: FAR 52.212-2, Evaluation -- Commercial Items (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the lowest price technically acceptable. The following evaluation factors in the descending order of importance will be used to evaluate offers: (1) Technical Acceptability (2) Price and (3) Delivery. 1. Technical acceptability is defined as the contractor's ability to: i. Meet or exceed the specification.* ii. Show acceptable past performance (i.e. capacity to perform the work, no active exclusions in SAM and no derogatory information in FAPIIS). *To ensure that sufficient information is available for technical evaluation, the offeror shall furnish descriptive material (technical information, brochures, or other information) necessary for the purchasing activity to determine whether the offered product meets the salient characteristics of the requirement. Offeror's not providing technical information may be excluded from competition. 2. Price. Requirement will be quoted as a Firm Fixed Price offer. Offers shall remain valid for a minimum of 30 days. 3. Delivery. Requested Delivery Date is 30 Days ARO. Offeror must specify Shipping Terms, FOB Destination, and cost expressed as Firm Fixed price or Not to Exceed Price with charges supported by actual shipping invoice.
