Description

The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for Unify OpenScape Voice Core software license upgrades, conversions of existing Unify Public Branch Exchange (PBX) 4 digit telephone extensions to 6-digit extensions, and an optional task to provide a centralized call recording application on the Unify OpenScape Voice Core system for the Veterans Integrates Services Network (VISN) 7. The TAC intends to award a sole source, 12-month, firm-fixed-price contract to Unify for pursuant to authority 41 U.S.C. 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Unify is the manufacturer of both the hardware and software of the OpenScape Voice Core System in operation throughout VISN 7. Only Unify brand name hardware and software can be fully integrated with the existing Unify OpenScape Voice Core system. The solicitation number for this effort is VA118-15-Q-0607. The estimated value of this requirement is $266,774.24. The North American Industrial Classification System (NAICS) code for this effort is 541519. The estimated date of award for this action is September 11, 2015. This is a notice of intent, not a request for proposals. The proposed contract action is intended to be awarded using other than full and open competition procedures.
