- Heat Sealers Sole Source Justification This notice of proposed contract action is for the procurement of two ACCU-SEAL HDMP3 Heat Sealers for the 649th Munitions Squadron. Specific requirements may include, but are not limited to the purchase of Heavy Duty Multi-Purpose 35-60' Impulse Heat Sealer; Switch Selectable Upper and Lower Heat or Upper Heat Only, ¼' wide elements; User Friendly Touch Screen and PLC Control; NEMA Stainless Steel Enclosure, High Pressure Seal Bars with Safe Low Pressure Jaw Close; Four Retracting Gas-Vacuum Nozzles; and Wide Jaw Opening for Ease of Operation. The Government intends on awarding a sole source contract. This acquisition is contemplated as sole source under authority of FAR 13-106-1(b)(1), Soliciting from a Single Source, Accu-Seal Corporation. The Government requires delivery of the two heat sealers with 30 days. All responsible sources may submit a capability statement which shall be considered by the Government. Any capability statement will need to demonstrate how the source can provide the heat sealers that meet or exceed the government requirements as stated above. The date of response to this synopsis is fifteen (15) days after the date of this synopsis publication. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified above.
