- Redacted J&A The U.S. Coast Guard awarded a sole source fixed-price contract to Teracore, Inc for Long Range Identification and Tracking (LRIT) Program Support through the EAGLE II IDIQ in accordance with the Program and Financial Management Support Services Performance Work Statement (PWS). The program and financial management services will provide strategies for cost avoidance, quality enhancement and identify opportunities for innovation in managing LRIT coverage contracts within DHS and USCG. These policies will support multiple international data contracts which are required in support of commitments made by the United States through the International Convention for the Safety of Life at Sea (SOLAS) treaty. The US Coast Guard represents one of the 105 SOLAS Contracting Governments which has agreed to collect and disseminate vessel position information through the Long Range Identification and Tracking (LRIT) system. The total dollar value of this award is $217,987.50 for an 8 month period of performance from August 6, 2015 - March 31, 2016. The statutory authority permitting other than full and open competition is Title 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". As implemented by FAR Subsection 6.302-1(a)(2)(ii)(A)(B), "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency's requirements. The United States Coast Guard awarded a sole source procurement to Teracore, Inc for the procurement of program and financial management support services for the Office of C4 & Sensor Capabilities. Attached is the Justification For Exception To Fair Opportunity that supports the sole source procurement. This is a Notice of Award, not a solicitation.
