- ***** This action has been renumbered to Solicitation W15QKN-15-R-0215 effective retroactively to 8/6/2015. The response date of this posting remains 8/21/2015 at 3:00 PM Eastern Standard Time***** The Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the United States Army Criminal Investigation Command (USACIDC), intends to solicit and negotiate on a sole source basis with Katana Forensics, LLC., 29466 Pintail Drive, Unit 9, Easton Maryland, 21601-9324, for the renewal current licenses and purchase of twenty (20) additional Katana Lantern Forensic Software licenses. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 (c) (1) An acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer. The United States Government intends to utilize Simplified Acquisition Procedures. USACIDC is responsible for conducting digital forensic examinations of devices such as Apple computers and iDevices, which may contain digital data of an evidential value in a criminal investigation. No one forensic software will work to obtain all relevant data from a device. Lantern is one of the forensic tools used to obtain evidential data from mobile devices, particularly iDevices. Market research has identified other types of software with capabilities similar to the Katana Lantern software, however, they are more expensive and do not provide some of the critical features required by USACIDC to conduct forensic examinations of mobile devices. In addition, purchase of Katana Lantern software from a wholesaler, should one become available, would result in the Government paying unnecessary pass through charges. This notice is not a solicitation and does not obligate the government to issue a Solicitation, nor will the government be liable for any costs involved for submission of information in response to this notice.
