Description
Invitation for bid (IFB) W912BU-15-B-0015. This is a pre-solicitation synopsis for this current requirement. This announcement will be amended to include the posting of the Invitation for Bid (IFB). The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Invitation for Bid (IFB) to procure Linear Density Polyethylene Liner for the Pearce Creek Confined Disposal Facility. The following supplies are required for this acquisition: 1. Geotextile - 2,448,931 square yards 2. Geotextile Cap Strips - 7,579 square yards 3. Geotextile Sewing Thread - 2,500,000 linear feet 4. Geomembrane (smooth) - 1,110,933 square yards 5. Geomembrane (textured) - 98,229 square yards 6. Polyethylene Extrusion Welding Rod - 25,000 linear feet 7. Geogrid - 2,593 square yards 8. Geocomposite - 11,368 square yards Delivery and final acceptance will be at the following: Pearce Creek Confined Disposal Facility Cecil County, Maryland The contractor shall deliver the supplies at the following rate: 1. Geotextile - maximum of 90 acres a month 2. Geotextile Cap Strips - with the first shipment of Geotextile 3. Geotextile Sewing Thread - with the first shipment of Geotextile 4. Geomembrane (smooth) - maximum of 60 acres a month 5. Geomembrane (textured) - maximum of 5 acres a month 6. Polyethylene Extrusion Welding Rod - with the first shipment of Geomembrane 7. Geogrid - with the first shipment of Geomembrane 8. Geocomposite - with the first shipment of Geomembrane The contractor shall supply adequate and safe storage containers in accordance with the specifications listed in the Invitation for Bid. Testing, inspection, and acceptance procedures will be defined in the Invitation for Bid. The NAICS code is 314999 and the size standard is 500 employees. This procurement is 100% set-aside for small business. The acquisition will be procured using the procedures listed in FAR part 14. The Invitation for Bid W912BU-15-B-0015 will be issued on 19 August 2015 with a bid opening date of 22 September 2015 at 1400 EST hours. All request for information or questions about this project shall be submitted no later than 15 September 2015. Questions or request for information submitted after this date may not be acknowledged. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the IFB (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. All offers are to be delivered to the U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Justin Chung. All contractors are required to be registered in the DOD System for Award Management by award (SAM) before award as required by FARS 4.605. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
