Description
The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/ U.S. National Veterinary Stockpile (NVS) in Kansas City, MO intends to award a sole source, contract to Siebring Manufacturing, Inc., DUNS: 007259112, CAGE Code: 44JD1, for the supply of 150 C02 carts needed for Highly Pathogenic Avian Influenza ( HPAI) response preparation for USDA Emergency Depopulation Operations of (Swine, Chickens, Turkey and other species this fall. This contract will help meet the response requirements of HSPD 9 in the event of a damaging animal disease outbreak. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1The statutory authority is 41 U.S.C. 253( c )(1) The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. To our knowledge, Siebring Manufacturing, Inc. is the only company currently possessing the employees, equipment, technology, rapid mobilization capability, and data setup transition time needed for an immediate response requirement for such biosecurity issues. Specification Requirements: The CO2 cart must be designed in accordance to guidelines from the University of Georgia Poultry Science Department and meet the approval of the United Egg Producers to euthanize spent hens. • The carts sizes 56" X 21" X 58"H. • The cart should have a 700lb bird capacity and designed to be easily operated by one operator. • Cart must be loaded at either end of the cart through self-sealing doors or hatches. • Cart capacity should be no less than 200 birds and designed to be easily operated by one operator. • The carts should have 10" pneumatic caster wheels with Multi-position wheel mounts facilitate unloading • Carts easily go down aisles, and can be either pushed or pulled • The cart must to be easy to sanitize and constructed of tubing and aluminum sheet. • Carts must be made of heavy duty 14 GA construction • Heavy duty 8" dia. X 2" wide casters, with swivel casters on one end, provide maneuverability and easy rolling • •Approx. size 56" X 21" X 58"H • The vendor must demonstrate through references that they have successfully manufactured and sold no less than 200 CO2 carts and has the capability to produce 50 carts in 6 weeks. • The vendor must deliver 44 carts within 5 days. 50 carts in 4 weeks and the remaining 56 in 6 weeks. • Vendor will be required to deliver 150 C02 Carts 30 days after receipt of order to Kansas City, MO USDA/APHIS/NVS Facility. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contract Specialist listed on this notice by 4:00pm. Mountain Time (MT) on the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 333415 - Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, and the Small business size standard is 750 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
