- Draft PWS This is a sources sought/request for information (RFI) notice only. The United States Department of Education (Department) is issuing this notice in an effort to conduct market research for potential sources that may have the technical capability to support the Department in providing a web-based Commercially available off-the-shelf (COTS) software product designed to capture Government Performance and Results Modernization Act of 2010 performance data for its program as set forth in the attached draft Performance Work Statement (PWS). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 518210 Data Processing, Hosting, and Related Services. If there is a more appropriate NAICS code please provide that information in your response. Respondents shall provide the following information: 1.Company name; 2.Company address; 3.Company website URL; 4.Company point of contact (name, telephone number, and email address); 5.Business size (large business or small business) and Designations (small disadvantaged business, 8(a)-certified small disadvantaged business, etc.); 6. Previous contract(s) performing same or similar services as identified in this notice, to include contract type (FFP, T&M, etc.); overall contract value; Agency/Business Entity contracted with; and a brief overview of services performed, including success in accomplishing the client's objective. 7. Capability statement that addresses the company's qualifications and ability to perform as a prime contractor for the work described in the attached PWS; 8.Is the Company a General Services Administration (GSA) holder? If yes, please provide the GSA Contract number; and 9.Other suggestions that would improve the Department's draft PWS This sources sought/RFI is issued as market research, solely for information and planning purposes. It shall not be considered as an invitation for bid (IFB), request for quotation (RFQ), request for proposal (RFP), or as an obligation on the part of the government to acquire any products or services. Any response to this RFI is purely voluntary and will be treated as information only. The government assumes no financial responsibility for any costs incurred. The information provided may be used by the Department to develop its acquisition strategy and the related statement of work, statement of objectives or performance specifications. Not responding to this notice does not preclude participation in any future solicitation, if issued. The Department does not intend to post Questions and Responses as an amendment to this notice. Instead, the Department intends to take those questions as items that will be utilized to strengthen the Department's requirement documents. NO SOLICITATION IS AVAILABLE AT THIS TIME and no date has been established to issue the solicitation. Please note that all submissions become Government property and will not be returned. Sources Sought/RFI Submission Requirements: Proprietary information is not being solicited; however, if it is submitted, it should be appropriately marked. Please limit your formal submission to no more than 10 pages, to include cover letter and response. In addition, you may include up to two attachments that consist of briefing slides, pre-printed commercial brochures or sales literature. All responses must be submitted electronically. All items must be in Microsoft office or adobe pdf format. Any responses to this notice with the requested information shall be submitted via e-mail only to the Contract Specialist, Holly Evan, at Holly.Evan@ed.gov, with a courtesy copy to the Contracting Officer, Christopher Rosier at Chris.Rosier@ed.gov no later than September 4, 2015 at 11:00 AM E.S.T.
