- combined Synopsis/Soclication This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This is a sole source procurement to Quality Air Services, Inc. (CAGE 68853) for the install and upgrade of the ventilation system in TARDEC Fuel Cell Lab. Please see solicitation (attached) for more details. **Note: Any and all questions to the solicitation shall be submitted by 31 AUG 2015 to the Contract Specialist, Tuyen Skorupski.
