Description
NOTICE OF CONTRACT ACTION AFTC/PZIE, 205 West D Ave, Eglin AFB, Florida 32542, intends to issue a new sole-source contract to Northrop Grumman Systems Corporation (NGC), San Diego, CA, for F-35 Multifunction Advanced Datalink (MADL) capability and on-call maintenance and support for Eglin's Freedom 550 Terminal. The Government anticipates awarding a Cost Plus-Fixed Fee contract in the first quarter of FY16. The statutory authority utilized is: 10 USC 2304(c)(1) and 10 U.S.C. 2304(d)(1)(B)(ii) as implemented by FAR 6.302-1(a)(1)(2)(ii)(B). This notice is NOT a request for competitive proposals, bids, or quotes and a Request for Proposal (RFP) will not be issued. All responsible sources may submit a response in the form of a capability statement, proposal, or quotation which, if received by the response date of this notice, shall be considered by the agency. Submission of any of documents shall be at the contractor's expense. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This is in support of the 46 TS/OGEJ; Fifth to Fourth Interoperability Signal Translator (FFIST) Development, Enhancement and Sustainment. The proposed contractor is the sole developer, integrator and maintainer of the MADL waveform software. NGC is the sole developer of the MADL Remote Electronics (MRE). The proposed North American Industry Classification System (NAICS) code for the future acquisition is: 541712, size standard 500 employees.
