Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. SOLICITATION/RFP WILL BE FORTHCOMING. A full and open competitive acquisition is planned to obtain continuing engineering services for the Towed Targets Program in order to provide necessary technical support for towed target operations. Towed targets are commonly used in conjunction with U.S. Government target drones in support of air defense testing and training. Engineering services are used primarily to design and fabricate new prototype towed targets, to enhance/modify the signature and/performance of existing towed targets, and to troubleshoot problems with existing towed targets. Design, fabrication, trouble-shooting and modification to manned aircraft tow reels (RM-30 series tow reels) are also covered under this effort. These engineering services are required to continue sustainment of the existing equipment and to develop/upgrade as required. Upgrades planned for various towed target systems include radar cross section (RCS) and Infrared signature changes, tow target aerodynamic flight envelope upgrades, the addition of low level flight capability, gl obal positioning system (GPS) data recording integration, glide tow target development, dual tow ta rget capability, and upgrading the tension measuring capability of the RM-30 tow reel system. The contractor for this requirement will support on-site flight testing in all of the above mentioned efforts. The contractor will maintain a quality control program to validate conformance to performance requirements. The contractor will perform risk mitigation assessments and an accident prevention program to ensure the safety of TMO's towed targets program. Towed targets will be used primarily on the MQM-107 drone, MQM-178 drone, on a Lear 35 or 36 fitted with an RM-30A (including RM-30A fitted with magnetic launcher) or RM-30A1 reeling machine, on an T-38B fitted with the RM-30A1 reeling machine, on the F-16 fitted with the RM-30B reeling machine, on the T-38B fitted with a modified MQM-107 tow launcher, and/or other towed target deploying devices. This effort is for the procurement of a competitive single award, one year base plus 4 one-year options follow-on Cost-Plus-Fixed-Fee (CPFF) contract for Engineering Services.
