- he Army Reserve Installation Management Directorate (ARIMD) has committed to an Enterprise Building Control System (EBCS) Network Initiative to focus on expanding the use of advanced building control systems. Enterprise integration is the process of connecting building-level control systems (BCS) to a central server and allowing remote access into the building systems. Battelle Pacific Northwest Division (Battelle), Management and Operating Contractor of the U.S. Department of Energy's Pacific Northwest National Laboratory PNNL) is requesting information from prospective Offerors with respect to PNNL's Army Reserve Enterprise Building Control System (EBCS). This Request for Information (RFI) is intended to clarify the minimum systems integration requirements and gather preliminary interest from potential offerors in this solicitation. This RFI is issued for information and planning purposes only and does not constitute a solicitation. Battelle does not intend to award a contract on the basis of this RFI, or to otherwise pay for information received in response to this RFI. Battelle anticipates issuing a Request for Proposal after final determination of specification and statement of work requirements. BACKGROUND: The Army Reserve Installation Management Directorate (ARIMD) has committed to an Enterprise Building Control System (EBCS) Network Initiative to focus on expanding the use of advanced building control systems. Enterprise integration is the process of connecting building-level control systems (BCS) to a central server and allowing remote access into the building systems. A single Enterprise System Integrator (SI) contractor will be chosen via a competitive process to integrate all of the selected buildings to complete the Army Reserve (AR) Enterprise Integration phase. To provide a clear delineation for responsibilities, the chosen Enterprise SI contractor will be disqualified from any work associated with the building-level controls (BCS) systems which may be on-going during or after this phase. The chosen Enterprise SI contractor will be provided a list of "integration ready" buildings. An integration process will be developed and repeated for each building(s) to be integrated, creating an Army Reserve integrated automation system (IAS). It is expected that the integration of the selected buildings will be completed by December 31, 2016. INFORMATION REQUESTED: Information requested from potential Offers is an effort to ensure that once the request for proposal (RFP) is issued, there are acceptable vendors willing/interested in responding. To accomplish this objective, we ask that each response include completion of the attached "Request for Interest" questionnaire. At a minimum, this is a yes/no list of questions; however, we would greatly appreciate any comments you may have on the prequalification requirements. These may be included in the Comments area following the Yes/No section. All responses will be treated as business sensitive information. RFI PROCESS SYNOPSIS: Submittals should bear a transmittal (cover) page which sets forth the following: company name, this RFI name, the due date, and the vendor's contact name, title, and contact information. All submittals in response to this RFI must be received on or before 08/27/2015 by email addressed to Sheena Kanyid, at sheena.kanyid@pnnl.gov.
