- Campus-Community Coalitions: Communities of Practice Notice of Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Community Anti-Drug Coalitions of America 625 Slaters Ln Ste 300 Alexandria, VA 22314-1176 The Campus-Community Coalitions: Communities of Practice (4CP) will combine coalition building, SAMHSA's Strategic Prevention Framework, community problem-solving, and environmental management strategies as its foundation. The Community Anti-Drug Coalitions of America (CADCA) shall recruit six institutions of higher education to join the year-long program, during which time they will receive in-person and virtual training and technical assistance, as well as access to some of the nation's pre-eminent prevention researchers and practitioners, to support their efforts to prevent high-risk drinking and its negative consequences among their respective college students. CADCA shall produce a report from the six institutions of higher education and their surrounding communities, based on their participation in the 4CP, to include, at a minimum, sections devoted to each institution's lessons learned, success and challenges, and potential plans for future efforts. This report, at SAMHSA's discretion, will be made available online so other colleges, universities, and their surrounding communities may benefit from it in their efforts to prevent and reduce high-risk drinking, including underage drinking, among their respective college students. The Community Anti-Drug Coalitions of America (CADCA) is an appropriate sole source for this particular project due to the special status and relationship established by Congress. Specifically, Section 4 of Public Law 107-82, as amended by Public Law 109-469 (21 U.S.C. 1521 note), directed the Office of National Drug Control Policy to award a grant to the Community Anti-Drug Coalitions of America to operate the National Coalition Institute. As a result, the services CADCA carries out under its National Coalition Institute, which includes coalition training, technical assistance, evaluation, and capacity building, is specifically needed for successful completion of this contract. Since it is SAMHSA's intent for the six campus communities recruited and selected for participation in this year-long program are to be trained through the National Coalition Institute, which is statutorily operated by CADCA, then CADCA is the only entity available to do this work and uniquely qualified to produce this contract's deliverables. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
