- (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation is attached along with corresponding attachments. (ii) The solicitation number is W912ER-15-T-0019 and the solicitation is issued as a Request for Quote (RFQ). (iii) The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://www.arnet.gov/far/. (iv) The associated North American Industries Classification System (NAICS) code for this acquisition is 561790 and the small business size standard of $7,500,000.00. (v) Quotes must be broken down and prices shown for each of the following Contract Line Item Numbers (CLIN): 0001 Inspection & Routine Maintenance, 0002 Spare Parts, 0003 Urgent Inspections & Repairs, and 0004 Normal Repairs. (vi) The Period of Performance delivery date is one year after contract award, plus option periods as stated in the Scope of Work. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this solicitation. (vii) The provision at 52.212-2, Evaluation - Commercial Items, is applicable to this solicitation. This RFQ utilizes the Best Value Trade-Off (BVTO) source selection method: Basis for Award: Subject to the provisions contained herein, award of a contact will be made to one Offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Best Value (using the Cost/Technical Trade-off process) to the Government. The proposals will be evaluated on four (4) evaluation factors: Technical Factor 1 - Experience, Technical Factor 2 - Past Performance, Technical Factor 3 - Technical/Management Approach, and Factor 4 - Price. Technical Factor 1 Experience is slightly more important than Technical Factor 2 Past Performance which is in turn slightly more important that Technical Factor 3 Technical/Management Approach. When combined the three Technical Factors are approximately equal to Factor 4 Price. The greater the equality of the technical proposals, the more important cost/price shall become in selecting the Best Value to the Government. Unreasonably high or low proposed prices may be grounds for eliminating a proposal from the competitive range based upon assessment that the Offeror does not understand the requirement or the Offeror has made an unreasonable proposal. The Government intends to make one award for completion of the project indentified in the solicitation. The award will be made to the Offeror whose proposal represents the best overall value to the Government. Competing proposals shall be evaluated against the requirements of the RFP to assess strengths, weaknesses and associated risks and deficiencies. The trade off process of evaluation between non-price and price aspects of the Offerors' proposals will be used to determine the offer that represents the best value to the Government and may result in award of a contract. (ix) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The contractor must return a completed copy of this provision with its proposal or certify that it has current representations and certifications at the www.sam.gov website. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
