FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment SUBJECT: Sole Source Notice of Intent, Motion System for Additive Manufacturing Testbed REFERENCE NUMBER: SB1341-15-RQ-0959 CONTACT POINTS: RICHARD KIM, Contract Specialist (301) 975-6219; KEITH BUBAR, Contracting Officer (301) 975-8329 SYNOPSIS: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Engineering Laboratory (EL), intends to negotiate directly with Aerotech, Inc., on a sole source basis under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements," to purchase a Motion System for Additive Manufacturing Testbed. DESCRIPTION: The Production Systems Group (PSG) is developing a laser-based metal powder bed fusion additive manufacturing (AM) metrology and process control testbed to incorporate and test various in-process sensing and real-time process control algorithms. To implement such a testbed, PSG needs a multi-component motion system that provides the necessary functionality of the testbed. In order to provide a controlled inert atmosphere for the laser fusion operation, the motion system of the testbed will be located within a vacuum chamber with a specified vacuum of 10-3 torr. ***** Sole Source Justification is based on the following: The purchase supports the Real-Time Control of Additive Manufacturing Processes project as part of the Measurement Science for the Additive Manufacturing program in EL. The motion system shall be composed of six components: a sweeper arm linear stage, two linear stages for powder platforms, a carriage actuator motor, a dome actuator stepper motor, and a control system to drive all motion components. In addition, cabling accessories for integration of all the components are needed. Vacuum compatibility on all components is a very critical requirement for the operation of the testbed. Capability to interface with National Instruments LabView libraries is another critical requirement. Since the multiple components have to be interfaced among themselves as well as with the components that are already in existence in the NIST laboratory to be used for process sensing and control on the AM testbed, the new motion system must be compatible with the existing data acquisition system hardware, which uses the software (LabView), which is a National Instruments product. Market research indicates that Aerotech, Inc. is the only known source that is capable of being the single supplier of all of the required components (motors, controls, software). Having a single source for an integration project of this magnitude saves significant effort interfacing multiple components. If the Government does not proceed with purchasing the required system from one source, significant delays will result in accomplishing the project objectives since other brand-name products will not be compatible with NIST's testbed, which will cause significant government resources, in time and cost, to find alternative solutions for integrated testbed operation. *****The North American Industry Classification System (NAICS) code for this acquisition is 335312, Motor and Generator Manufacturing. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
