PERFORMANCE WORK STATEMENT (PWS) Defense Contract Management Agency DCMA-DSSX Information Processing System (IPS) Security Suite 1. General: The Defense Contract Management Agency (DCMA) is requesting a single purchase order to purchase two (2) IPS security containers and associated material in accordance with Section 2.1.1. 1.1. Description of Services/Introduction: The contractor shall provide all equipment, supplies and personnel necessary to perform on-site installation services of the IPS security containers at Fort Lee, Virginia and Arlington Heights, Illinois. The contractor shall deliver all equipment and technical support for initial installation and throughout the warranty period as indicated in this PWS. 1.2. Background: DCMA is the DoD lead on the Defense Industry Base (DIB). Information directly related to the DIB which identifies certain shortfalls or vulnerabilities can be classified information in whole or in part when compiled with other information. The Industrial Analysis Center (IAC) is the agency lead for the DIB and all analysis conducted. Information produced during the analysis must be protected at the appropriate level. Additionally, the IAC and agency senior leadership will need real time information during the analysis process. The most efficient way to provide this capability is by use of the Secret Internet Protocol Router Network (SIPRNet). SIPRNet allows communication up to the Secret classified information level. IT equipment used in SIPRNet operations requires specific safeguards. The use of an appropriate IPS security container will allow real time, expedited communication at the Secret classified information level via SIPRNet between the responsible field offices, the IAC, and agency senior leadership. 2. Scope: The minimum requirement as stated below shall be provided by the contractor: 2.1.1. The contractor shall provide two (2) IPS security containers within 60 days of contract award as part of a system which at a minimum: • Meets Federal Specification AA-C-2786, Cabinet, Security, Information Processing System Storage, Class 5. • Restricts access to classified information processing equipment to only authorized users. • Allows the user to quickly and securely connect (via a secure USB/VGA or ethernet connection between an on-line CPU and the keyboard, video and mouse) to the classified network without removing devices from the IPS Container in areas approved for closed storage. • Must have the blue GSA approval label affixed to the container. • Allows instant SIPRNet Access via secure - connection remains secured inside the IPS security container providing continuous on-line status 24 hours a day preventing rebooting, patch management and anti-virus update delays. • SIPRNet administration can be performed remotely and during nonoperational hours, independent of local users. • The container shall incorporate a continuous, real-time, IP addressable monitor and alarm system. 2.1.2. During delivery of the IPS security containers, the contractor will coordinate with the Contracting Officers Representative (COR) at least 30 days in advance at no additional cost to the government. 2.1.3. The contractor will be responsible for all phases of shipment, delivery, and installation to specific locations. 2.1.4. The contractor will provide training to specified personnel on the operation of the IPS security container and its components. 3. Period of Performance: The period of performance shall be for one (1) base year of 12 months and four (4) 12 month option periods for a total of five (5) years. 3.3. Recognized Holidays: The contractor is not required to perform services on the following federally recognized holidays: New Year's Day Labor Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day 3.4. Hours of Operation: The contractor is responsible for conducting business, between the hours of 0730 through 1400 hours, Monday thru Friday except Federal holidays identified above or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 3.5. Place of Performance: The work to be performed under this contract will be performed at DCMA-Chicago (1523 W Central Rd, Arlington Heights, IL 60005) and DCMA- Headquarters (3901 A. Avenue, Fort Lee, VA 23801). The contractor must at all times be able to provide service at the aforementioned locations. 3.6. Security Requirements: The Contractor must follow state and federal regulations. 3.6.1. Drivers must meet all licensing requirements of the governmental jurisdiction. Persons working on this contract must have and display a company-issued photo identification badge at all times while at any DCMA offices. Badges must minimally include a photo, employee name and company name. In addition, drivers and other employees of contractor must wear a specific uniform to improve recognition by DCMA employees. 3.6.2. Entry onto DoD installations will require a criminal background check for all persons requesting entry. Upon request, the contractor will provide a listing of each person performing duties on this contract. The information (full legal name, date of birth, social security number, etc.) must be submitted in sufficient time for the background check to be completed prior to attempting to gain access to DoD installations. 3.6.3. Persons working on this contract must be U.S. citizens, validated by the provider, prior to commencing work on the contract and must be maintained for the full period of the contract. 3.7. Post Award Conference/Periodic Progress Meetings: Progress meetings will be held by the Contracting Office to apprise the contractor of how the government views the contractor's performance and the contractor will apprise the government of problems, if any being experienced. These meeting will be conducted as required during the period of service and appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 3.8. Contractor's Obligations: Notwithstanding inspection and acceptance by the Government of supplies and services furnished under the contract, or any condition of the contract concerning the conclusiveness thereof, the Contractor warrants that this acquisition will consist of a one year base period and four 1-year option periods. 3.8.1. All IPS security containers and associated equipment furnished under this contract will be free from defects in material or workmanship and will conform to all requirements of the contract. 3.8.2. Any supplies or parts thereof, corrected or furnished in replacement under this clause, shall also be subject to the terms of this clause to the same extent as supplies initially delivered. 3.9. Remedies available to the Government. 3.9.1. A one year limited warranty is required upon delivery. Products should be free of defects in material and workmanship, providing there is compliance with the installation, operating and maintenance instructions provided by the vendor. Actual IPS container must be covered by Original Equipment Manufacturer for standard warranty period. 3.9.2. Within a reasonable time after the notice, the Contracting Officer may either: • Require, by written notice, the prompt correction or replacement of any supplies or services thereof that do not conform with the requirements of this contract. • Retain such services and reduce the contract price by an amount equitable under the circumstances. 3.9.3. Within a reasonable time after notice of any breach of contract requirements defined in the PWS the Contracting Officer may require an equitable adjustment in the contract price for any supplies and services that are not furnished or provided within the specification of the contract. 3.10. Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: • Ensure that the Contractor maintains compliance within the technical requirements of the contract. • Perform inspections necessary in connection with contract performance. • Maintain written and oral communications with the Contractor concerning technical aspects of the contract. • Monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies. • Coordinate and reschedule on-site destruction date, purge events and hard-drive destruction for all DCMA locations. • Provide site entry of Contractor personnel and provide guide guidance for all personnel at servicing DCMA locations.
