- Security of Department Information and Systems Applicable Clauses Statement of Work The Department of Justice, Civil Rights Division, has a requirement for a contractor to conduct research and draft particular sections of a written report analyzing the barriers and best practices to police diversity with an emphasis on small police departments. The goal of this project is to support the mission of the Civil Rights Division and the Equal Employment Opportunity Commission (EEOC) by having an individual or organization with significant knowledge and experience in diversity, equal opportunity, employment practices, and policing conduct research. The report will be used by police departments that want to diversify on their own and will also complement the enforcement and outreach work that the Civil Right Division and the EEOC. This Request for Quotation (RFQ) will be conducted under the processes as defined in the Federal Acquisition Regulation Part 13. Please note that the Government has a maximum budget level of $125,000.00 for this project. This procurement is unrestricted and open to all sources. The associated NAICS code is 541720. The small business size standard is $7Mil. Offerors are invited to submit a technical and price quote in response to this RFQ. Prospective Offerors are reminded that an award can only be made to a Contractor who is registered in the System for Award Management (SAM) database at: https://www.sam.gov/portal/public/SAM/. SAM is the primary vendor database for the U.S. Government. Both current and potential government vendors are required to register with SAM in order to be eligible for contract awards and payments by federal agencies. By submitting an offer, the vendor acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the RFQ. This RFQ in no way obligates the U.S. Government to award a contract nor does it commit the U.S. Government to pay any cost incurred in preparing and submitting a quote.
