- SOW - Supply & Air Transport of 150 Utility Poles to Saipan This is a combined synopsis/solicitation for commercial supplies prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes/Offers are being requested and a written solicitation will not be issued. Solicitation Number is HSFE09-15-R-2017 and is issued as a Request for Quotations (RFQ) IAW FAR Parts 12 and 13, utilizing the test procedures in FAR subpart 13.5. FEMA has requirements to acquire and transport power poles (also known as utility poles) for a disaster recovery on the island of Saipan in the Commonwealth of Northern Mariana Islands. The contractor shall provide the following (refer to attached Description/Statement of Work: REQUIREMENT #1 A. 150 each Class 1, - 45' Douglas Fir or Red Cedar wooden Utility poles (length and class stated in below material list). These 150 poles are to be flown via air to the below FOB Destination point within three(3) to five (5) calendar days after Notice to Proceed/Award from the FEMA Contracting Officer. B. All Wood poles shall meet the specifications and dimensions in accordance with the requirements of the American National Standards Institute (ANSI) 05.1 for wood, poles-specifications and dimensions. C. Poles will be treated in accordance with the requirements of the American Wood-Preservatives Association (AWAP) standards for pressure processes. The preservative shall be oil-borne Copper Naphihenate or Pentacholorphenol. Water-borne ammonical copper zinc arsenate (ACZA) preservative is not acceptable. D. The Contractor will provide all ancillary services to include but not limited to; Customs Declarations/Clearance, Air/Ocean freight, Terminal Fees, Delivery-Load/Unload, Material Handling and movements between origin and the FOB Destination Point. These items are to be priced separately from the cost of the Utility poles. This solicitation incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-83, effective July 2, 2015. THIS REQUIREMENT WILL BE A TOTAL SMALL BUSINESS SET-ASIDE. IAW FAR 26.202-2 THE GOVERNMENT MAY PROVIDE AN EVALUATION PREFERENCE FOR LOCAL FIRMS in SAIPAN. The North American Industrial Classification System (NAICS) code is 321999 and the Small Business Size Standard is 500 employees. Source selection will be based on lowest cost, technically acceptable determination. In order to be considered technically acceptable, the contractor must provide evidence that it is a small business and is registered in the System for Award Management (SAM); and cam demonstrate the ability to deliver the required product as required in the Statement of Work. FAR Provisions 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 apply to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" with their response or provide this information via the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/. The successful offeror must provide their company DUNS number which is registered and active in the System for Award Management (SAM). QUESTIONS - Questions regarding this RFP are to be submitted in MS Word format to Sherwin.turner@fema.dhs.gov by 3:00 PM Pacific on August 21, 2015. Additionally, the subject line of your email shall, at a minimum, contain the above RFQ number. OFFER/QUOTE SUBMISSION INSTRUCTIONS - The Contractor shall submit an electronic quotation/offer package via email to Sherwin.turner@fema.dhs.gov no later than 3:00 PM Pacific on August 24, 2015. The subject line of emails pertaining to this RFP shall clearly reference RFP # HSFE09-15-R-2017. Total size of email shall not exceed 20MB due to DHS email restrictions. Contractor proposals shall be valid for 45 calendar days after the due date for responses to this RFQ. A written notice of award or acceptance of proposal, emailed or otherwise furnished to the successful offeror shall result in a binding contract without further action by either party. Amendments to this RFQ will be published in the same manner as the initial combined synopsis/solicitation.
