- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a follow-on requirement for a non-personal services contract to provide Coaching and Coaching Support to the Multi-Source Assessment Feedback (MSAF) system consisting of Leader 360 (LDR360), Commander 360 (CDR360) and Unit 360. The program has been implemented in all domains (operational, institutional, and self) to military and civilian leaders in the Army. An integral part of the MSAF Program is the coaching provided to its participants and the training of leaders in the Institutional domains to be able to provide feedback and interpretation of MSAF results should a leader participating in MSAF. This support contract enables CAL to execute the Center's designated functions and its requirement to oversee the Army-wide program for leader 360 assessment, MSAF.
