- Description
- The Centers for Disease Control and Prevention (CDC), NCEH/EHHE/ Radiation Studies Branch (RSB) intends to award a sole source firm-fixed price contract in the formulation and promotion of nuclear/ radiological-related guidance, training tools; planning and implementation of formative and evaluation research to Oak Ridge Associated Universities, 100 ORAU Way, Oak Ridge, Tennessee 37830-6218. The contract will be for 12 months with 4 option periods and will also be providing subject matter expertise and technical support the RSB's radiation emergency preparedness efforts along with providing support to RSB in development of training and education. CDC plays a primary role in preparation of the public health system for medical response to radiological and nuclear incidents. The Radiation Studies Branch has primary responsibility for developing long-range plans for CDC's role in preparing for and responding to unique public health emergencies involving radiological and nuclear agents. In addition, RSB builds critical capacity among state, local, tribal, and territorial agencies and organizations to plan and respond to radiation emergencies. An important aspect of this preparedness effort is education for professionals and the public about radiation-related science and health effects. ORAU has a unique capability to conduct projects in support of the RSB mission in preparing for and responding to radiological and nuclear emergencies. Radiation health effects knowledge is extremely specialized, and radiological/nuclear technical expertise is a very limited resources in the private sector market. Expertise in emergency response specific to radiation emergencies is even more limited. ORAU is the only known institution that has the specialized staff with radiological/nuclear expertise and training needed to meet the government's requirement. ORAU is a national leader in science education and research, with programs dating back to 1946 and having served as an official U.S. Department of Energy (DOE) institute since 1992. Their focus and expertise lies in researching health risks from radiation-related hazards, assessing environmental cleanup, responding to radiation medical emergencies, supporting national security and emergency preparedness, and educating the next generation of scientists. Specifically, ORAU has extensive expertise and experience in: • Radiation accident management • National security and emergency management • Professional and technical training • Science education programs • Scientific and technical resource integration ORAU's ongoing studies provide the scientific community with important information regarding the long-term health outcomes affecting current and former energy workers. ORAU's radiation sciences staff includes Certified Health Physicists, Health Physicists, Industrial Hygienists, Nuclear Engineers, cytogeneticists, physicians and nurses immersed in the exclusive fields of radiation science and radiation medical response training, and individuals involved in radiation survey operations. ORAU is also able to leverage the capabilities of more than 100 Ph.D.-granting universities to provide additional specialized expertise as needed. The unique combination of staff and operations experience has been critical to the development of policy and guidance on radiation-related issues. RSB, through an interagency agreement with DOE/ORAU, has been developing training modules to meet the needs of public health, clinician, and other response professionals to be able to plan for and respond to a nuclear or radiological emergency for the past 3 years. Continued development of the remaining modules requires the expertise, resource, and consistency of production that only ORAU can provide. No other contractor has the unique abilities to conduct these tasks. The development of radiation emergency preparedness guidance documents requires a broad range of radiation experts (health physicists, radiation medical response experts, emergency planning and management experts), which ORAU has on staff. No other contractors has the immediate access to this broad range of expertise needed for meeting the government's needs. ORAU's unique areas of expertise, knowledge base, and its many years of experience with radiation-related topics and emergency preparedness planning and capacity-building is the only company that can provide CDC's Radiation Studies Branch with the necessary nuclear and radiation skill set to accomplish its mission. This notice of intent is not a request for proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
