Description
Aircraft Force Management, System Support, and Engineering Analyses for F-16 Aircraft (ASIP) PWS 1. NOTICE: This is not a solicitation, but rather a Request For Information (RFI) to determine potential sources for information and technical solutions to support Government planning activities. 2. The purpose of this RFI is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) code is 541330, which has a corresponding size standard of $38.5M. Please submit the following information: a. Company Name and Cage code. b. Who is your POC? Please provide an email address and phone number. c. Please describe your experiences with similar services offered to the Government and to commercial customers within the last 3 years. d. Suggested NAICS Code. e. Business Size Classification for NAICS and qualifications if any and any sub-category. f. Would you be a prime or subcontractor? Describe any possible teaming arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and work accomplished by the teaming partners. g. Lead Time for the task performance. The Government will use this information to determine the best acquisition strategy for this initiative. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran Owned, HubZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice (if applicable) and identify your small business status to the identified NAICS code. Please recommend alternative NAICS code if you believe it better fits the requirements. 3. Program Details: a) The United States Air Force (USAF) at Hill Air Force Base (Hill AFB), Utah in support of the F-16 Aircraft Structural Integrity Program (ASIP) is seeking information on how a vendor would perform the various task requirements for continued engineering, software tools, and related analysis. b) The overall program to provide USAF aircraft with the required aircraft structural characteristics is referred to as the ASIP. The ASIP defines the requirements necessary to achieve structural integrity in USAF aircraft while managing cost and schedule risks through a series of disciplined, time-phased tasks. It provides direction to Government personnel and contractors engaged in the development, production, modification, acquisition, and/or sustainment of USAF aircraft. c) The goal of the ASIP is to ensure the desired level of structural safety, performance, durability, and supportability with the least possible economic burden throughout the aircraft's design service life. The objectives of the ASIP are to: i. Define the structural integrity requirements associated with meeting Operational Safety, Suitability and Effectiveness requirements; ii. Establish, evaluate, substantiate, and certify the structural integrity of aircraft structures; iii. Acquire, evaluate, and apply usage and maintenance data to ensure the continued structural integrity of operational aircraft; iv. Provide quantitative information for decisions on force structure planning, inspection, modification priorities, risk management, expected life cycle costs and related operational and support issues; and v. Provide a basis to improve structural criteria and methods of design, evaluation, and substantiation for future aircraft systems and modifications. d) Contract type is Firm Fixed Price (FFP) with a Period of Performance (PoP) of one (1) Base year plus four (4) one-year option periods. e) Technical Requirements for All Software Maintenance Activities. The Contractor shall provide resources with necessary experience and skills required to fully perform DESTRAP system administration and maintenance. The contractor shall be responsible for other required activities such as development of new features and enhancements and maintain Certification and Accreditation (C&A) activities in accordance with Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) or Risk Management Framework (RMF) requirements such that the system maintains its certification status as certified without lapse. DESTRAP system requirements are not static and require real time reaction to problems identified on the F-16. Such reactions may result in Contractor developed system enhancements and/or additions of new features as specified in the task descriptions as directed by the ASIP Program Manager. Development efforts are considered minor in nature and are manageable within routine work requirements without the need for additional support. Recommended system enhancements and changes are managed during periodic meetings. System support will be determined by the ASIP Program Manager with input from the contractor regarding cost, schedule, and impact to other development activities. DESTRAP C&A status is currently certified and must undergo annual support tasks to maintain system certification. All system documentation must be maintained throughout the lifecycle of this task order. Required system documentation shall be properly (correct and timely) submitted such that system accreditation is maintained without interruption.
