- SOW & CLAUSES REPS & CERTS (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NEED2000-15-01410DT (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 541712. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial services: Provide all labor, equipment and material to provide the National Environmental Satellite, Data, and Information Service (NESDIS) with the services as detailed in the statement of work. (ATTACHED). CLIN 0001 Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for improving NCEP Global Aerosol Forecasting Using JPSS CIIRS Aerosol products (VI) Description of requirements is as follows: See attached Statement of work which applies to this RFQ. (VII) Place of delivery is NOAA/NESDIS, 5830 University Research Ct. Suite 2600, College Park MD 20740. The period of performance shall be from date of award for one year. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Apr 2014), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), and past performance references. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. CAR 1352.215-72 Inquiries (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Doris Turner; email: Doris.P.Turner@noaa.gov. QUESTIONS SHOULD BE RECEIVED NO LATER THAN 4:00 P.M. MDT/MST, August 27, 2015. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) (IX) FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), applies to this acquisition. Paragraph (a) is hereby completed as follows: Evaluation to be based on the bidder's description of how they meet the following requirements. • Experience with global aerosol models and aerosol assimilation • Past collaborations with NESDIS and use of satellite data in models • Programming experience (Fortran 90 and C/C++) • List Publications relevant to the SOW Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (March 2015), with its quote. SEE ATTACHED (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (May 2015), applies to this acquisition. SEE ATTACHED (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2015) applies to this acquisition. The following clauses under subparagraph (c) apply: SEE ATTACHED. (XIV) The following additional clauses are also applicable to this acquisition: SEE ATTACHED (XV) The Government intends to award a firm-fixed-price type order resulting from this solicitation. (XVI) Quotes are required to be received in the contracting office no later than 5:00 P.M. MST/MDT on August 30, 2015. All quotes must be faxed or emailed to the attention of Doris Turner.
