- 15RJR49_syn N00164-15-R-JR49 - SOLE SOURCE - COMPUTED TOMOGRAPHY MANIPULATOR SYSTEM FSC 6635 - NAICS 334517 Anticipated Issue Date: 20 AUG 2015 - Anticipated Closing Date: 28 AUG 2015 - Time 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane intends to enter into a Firm Fixed Price (FFP) contract with North Star Imaging (NSI), 19875 S. Diamond Lake Rd Ste 10 Rogers, MN 55374-4594, for a X5000 Industrial 2D Digital X-ray and 3D Computed Tomography Manipulator System which will contain the following items: Item Description Qty Manipulator: NSI X5000 Seven Axis Steel Frame Manipulator 1 each 4 Camera Color Surveillance System 1 each Mounting and Electrical for customer supplied 450kV X-ray tube to be installed on site 1 each Mounting for customer supplied 225kV Microfocus 1 each Mount and electrical for a Perkin Elmer 16" x 16" panel supplied by the customer to be mounted on site 1 each efX-DR Workstation 1 each efX-DR Software 1 each efX-DR CT Acquisition Module 1 each Fast CT Acquisition Module 1 each X-View efX-CT Basic Reconstruction Workstation 1 each efX-CT FULL Computed Tomography Software 1 each efX Software Module: vortex 1 each efX Software Module: mosaiX & subpiX 1 each Ergo Desk and Chair 1 each 4D Computed Tomography Module 1 each X-View Detector Qualification Software License 1 each Upgrade manipulator to programmable CNC Motion Control - includes additional 30" monitor 1 each Installation 1 each DR / CT System Training, 4 days on sight for 6 operators 1 each NSI Advanced CT Training, 5 days at vendor sight for 1 person 1 each X5000 CT System Domestic Shipping 1 each 12 Month Hardware Warranty on NSI supplied components (USA) 1 each First Year efX-CT + efX-DR Software Maintenance/Updates 1 each This procurement is in accordance with the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition is being procured under North American Industry Classification System code (NAICS) 334517 - Irradiation Apparatus Manufacturing. Inspection and Acceptance is to be at destination and delivery will be F.O.B. destination to N00164 NSWC Crane, Crane, IN. Delivery schedule will be 120 Days after Contract Award. The anticipated award date is 22 September 2015. This solicitation is being issued pursuant to the procedures at FAR 12 and will result in a FFP type contract for a one time purchase. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. A sole source procurement is required in order to ensure the required software interfaces with the Original Equipment Manufacture system and all system components. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) via https://www.sam.gov. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international calls) or via the internet at https://www.acquisition.gov. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications at ORCA accessed via https://www.acquisition.gov in conjunction with required registration in the SAM database.
